In the new era,multiple subjects should participate in the system of educational governance,including the parent committee composed of students' parents.However,the district-level parent committee is not well known because of its short history.Therefore,it is necessary to clarify the functions of the district-level parent committee in the education governance.This paper defines the core concepts of "educational governance" and "parent committee".On the basis of combing the previous views,it puts forward that the district parent committee should play the functions of communication and education,supervision and evaluation,and participation in decision-making in education governance.By using the methods of investigation and case study,the author studies the operation of Family Education Promotion Association in J District.The research found that: in terms of educational function,students,parents and teachers all benefit from it and get corresponding improvement,but there are problems such as lack of research and feedback;in terms of communication,although it provides the possibility of equal opportunities for ordinary parents,its validity and strength are still insufficient.In the function of supervision and evaluation,the opportunities are increased through various systems.In terms of the function of participation in decision-making,parents are more fully involved in the internal decision-making in the district-level parent committee,but there are still some deficiencies in the participation of schools and the formulation of policies for the education administrative departments.In view of the gap between what it should be and what it is,the author analyzes three reasons: first,the external environment and conditions are not perfect;second,the self-construction of district-level parent committee needs to be strengthened;third,the awareness and ability of parents to participate in governance are deficient.Based on this,the author puts forward that: the relevant government departments should take more actions,the district-level parent committee should improve the internal operation mechanism,and improve the ability of service parties.
