Research On The Academic Committee Constitutions Under The Guidance Value Of University Governance

The establishment of academic committee are required to follow the programmatic documents which promulgated by the government and speed up the forming process.On this background,many universities revised their academic committees constitution,but the constitutions barely functioned as expected.By the analysis of the content of academic committee constitution,trying to summarize its characters and discusse what could go wrong in the constitution,and putting forward relevant suggestions for the improvement.Twenty-two universities were randomly selected from the list of “The world-class universities” and “The universities with first-rate disciplines”,which promulgated by the government,as the object.We select three groups of analyzing factors such as “The nature and the responsibilities of the academic committee”“The composition and the selection of committee members”“The organizational reform and the operational mechanism of the academic committee”.With the research we found that the academic committee constitution was a mere scrap of paper because lacking of integrity,normatively and operability to some degree.Based on the research we can draw a conclusion that:This problem behoove causes the height of leaders of all levels to take seriously;Strengthening Top-down is necessary to improve the quality of constitution and the academic committee constitution was not born with all the fuctions,but improving gradually.
