Talent is the primary resource for high-tech SMEs to increase their knowledge reserves and gain competitive advantage.With the increasingly fierce competition of talents,the government's talent incentive policy has become the key to the success of high-tech SME talent competition.High-tech SMEs in the fast growing period are in great demand for talents.High-tech SMEs are at a disadvantage in talent competition due to restrictions on scale and resources,and there is always a shortage of talents.The knowledge base of high-tech SMEs is relatively weak and requires government and other public sectors to provide policy support.The government talent incentive policy promotes the improvement of the talent structure of high-tech SMEs,which is conducive to the formation of a deep knowledge base,and is an important strategic support for the short-term and long-term development of high-tech SMEs.However,most of China's current government talent incentive policies are scattered in various policy of supporting industrial development and a unified policy system has not yet been formed.In the academic world,relevant scholars' research on talent incentive policies has not yet formed a systematic policy analysis framework,and there are few empirical studies on the impact of talent incentive policies.Therefore,studying the impact of government talent incentive policies on the employee knowledge structure of high-tech SMEs has important theoretical and practical significance for the government to improve relevant talent policies and promote the development of hightech SMEs.Therefore,this thesis uses the content analysis method to systematically sort out the current scattered government talent incentive policy texts in China and construct an analytical framework.According to the basic policy tools,the government's talent incentive policies are divided into three categories: supply-type,environment-type and demand-type.In addition,based on the content analysis of policy,this thesis conducts a quantitative analysis of policy effectiveness,and through empirical methods,examines the impact of government talent incentive policies on the employee knowledge structure of high-tech SMEs.Through the analysis of the content of government talent incentive policies,this thesis finds that the government's talent incentive policy is biased towards the application of supply-type and environment-type policy tools,while the application of demand-type policy tools is insufficient.The specific policy tools used in supply-type policy are: education and training,talent introduction,cooperation and exchange,and the flow of talent.The eight policy tools are most often adopted by environment-type policy: legal protection,social security,government support,financial support,management systems,platform support,preferential taxation policy,and social environmental policy.Demand-type policy tools include: appointment Institution,income distribution system,opening-up of posts,and enterprise security system.The empirical results show that the three types of government's talent incentive policies have a significant positive impact on the employee knowledge structure of high-tech SMEs.The compensation level plays a mediating role in the influence of supply-type and demand-type policy on the employee knowledge structure of high-tech SMEs.The main innovation of this thesis are as follows: based on the perspective of policy tools,constructing the analysis framework of government talent incentive policy,and using empirical methods to analyze the impact of government talent incentive policies on the employee knowledge structure of high-tech SMEs.This thesis has important implications for the government to improve the talent incentive policy system,as well as the high-tech SMEs to improve employee compensation investment and optimize the employee knowledge structure of high-tech SMEs.
