In recent years,China 's spending on social services has increased year by year,which has promoted the prosperity and development of social organizations,but it has developed unevenly across the country.The academic community pays more attention to the development of social work in developed coastal areas,and has less research on ethnic areas.At present,the research on the operation strategies of social organizations is mostly discussed from the perspectives of political and social relations,systems,and social environment.There are few studies on service costs and professional services.This study takes several social work organizations in Inner Mongolia as examples.The study found that in the process of project contracting,the government mostly uses competitive purchasing methods,which improves efficiency and intensifies competition among peers.Professional services for social work require costs.In order to increase their competitiveness to obtain sufficient project funds,the society organization broke the professional restrictions from the beginning of the project content design.In the process of project implementation,in order to ensure the normal operation and benign development of the organization while completing the project,social work organizations intentionally or unintentionally adopt strategies such as multi-institution multi-project composite operation and labor service to reduce service costs.The implementation of these strategies often needs to rely on the community.Under the relationship of unequal power between the two,social work organizations are forced to replace service targets,change service goals,and other behaviors that contradict professional services.It shows that reducing service costs is not conducive to the development of professional services.During project acceptance,it mainly focuses on inspection materials and return visit service objects.In order to cope with project acceptance,social work organizations spend a lot of manpower and material resources in collating materials.It makes the service look professional enough and increases the cost of service.Due to the limitations of their own capabilities,it is difficult for third-party institutions to see the true status of the project operation.In the case of targeted strategies of social work organizations and insufficient knowledge of social work,the service object,as the service receiver in the project,is subjectively satisfied with the received service.This shows that the increase in service costs does not necessarily promote professional services,but may cover up the deficiencies in the service process,weaken the possibility of professional service promotion,and lead to the professionalization of social service forms.Based on this,from the perspective of improving the professionalism of social work services,this article believes that Inner Mongolia needs to create a professional environment for social work institutions from both social and institutional aspects.The government needs to make efforts in the incubation of social work institutions,social work and publicity of social service projects,and change from administrative social work to professional social work.
