The Study Of Transaction Cost Control On Grassroots Government's Purchase Of Social Work Service

Government purchase of social work services is one of the forms of government purchasing public services.According to Transaction Cost theory,the transaction cost will be generated inside the government when purchasing social work service.The grassroots government,which is the executor of the purchasing,is the main undertaker of the transaction cost.The transaction cost has an impact on the effectiveness of the government purchase and the purchase intention.Based on the Transaction Cost Theory,taking the purchase of Integrated Family Service Center project of Guangzhou B District for example,through field research and literature research,this paper summed up the main transaction costs of B District government in the process of purchase,which include the cost for incentive,coordination,deviation and supervision.The B District government takes measures to control the transaction cost before,during and after the event.The concrete measures include learning from advanced experience,setting up system norms,refining service standards,strengthening training and propaganda,and reasonably applying punitive measures,etc.The measures above have prevented the deviation during the process of purchase,popularized the knowledge of social work,so that the cost for deviation,incentive,and coordination have been controlled.However,due to the limited understanding of social work,as well as the unbalanced development of social work institutions,it is still very difficult for B District government to control the cost for supervision.From four aspects,this paper puts forward the countermeasures to reduce the transaction cost of B District government through the angles of the government and the social work industry.Firstly,the government should strengthen the staffing of social workers and the construction of information technology,and the social work industry should make efforts to improve the awareness and participation of social work services,in order to improve the limited rationality,so that the deviation cost and coordination cost can be reduced.Secondly,the government should further strengthen the service guidance for social work institutions,constantly optimize the evaluation orientation and adjust the evaluation standards,and the industry should take the initiative and actively participate in the formulation of social service industry service standards,in order to reduce the transaction uncertainty,so that the deviation cost and the supervision cost can be reduced.Thirdly,the government should strengthen the efforts to support the development of small and micro social work institutions and the ones which provide the supportive service for the industry,and the industry should recruit staffs with diversified service experience to improve the practical ability of social workers and the professional ability of the institutions,in order to enhance the market competition and reduce the cost of negotiation and supervision.Finally,the government should improve awareness of risk prevention,clarify the responsibilities by establishing regulations,and strengthen the external supervision from the public,and the industry should promote self-discipline,self-management and self-development of social workers as well as the institutions,in order to reduce the overall transaction cost.
