Research On Preventing Corruption Of Government Purchasing Social Work Service In China

In November 2013,the party proposed in the third Plenary Session of the 18 th CPC Central Committee that the government should speed up the transformation of government functions,promote government procurement of services,improve social governance,and stimulate the vitality of social organizations.The Chinese government attaches great importance to "social construction",continue to promote the reform of the management system of social services,government purchase professional social services as a new mode of innovation of social service provision,adapt to the reform of social management system is developing rapidly at home,obvious effect.According to the central government and the State Council's deployment,in the next few years,local government departments will continue to invest more financial funds for purchasing professional social workers service.Because of the government purchase of social service practice in general is still in the exploratory stage an initial stage,the system of supporting mechanism is still not perfect,has always been the hardest hit by corruption and the government purchase services,also faces the risk of corruption of government purchase of social service.Based on the actual situation of social work,this paper takes G city government as an example to study the risk control of corruption in China's government procurement of professional social workers,and puts forward countermeasures and suggestions.This study is divided into four parts: the first part is the introduction,describes the background and significance of the study;the second part of the government purchase of social service corruption risk control theory analysis,clear basic core concept and related theory;the third part is the case study,the G municipal government purchase home comprehensive service as the research object,analysis the main way of corruption and lack of risk control points;finally,summarizes and puts forward countermeasures.Through this research,pointed out that the current government purchases of professional social services exist the risk of corruption and put forward relevant countermeasures and suggestions,so as to arouse more attention,promote the perfection of the government purchase of social service policy and system,regulating industry,promote the domestic social service career healthy and sustainable development.
