Core literacy has become a hot word and how to improve students' core literacy in teaching practice has become a hot area of research of experts and scholar since the min istry of education put forward the suggestion of ”morality education” in 2014.Public pa rticipation literacy,as one of the important parts of the core literacy,is a must for senior high students.At the same time,it is good time for students to develop their ability to pa rticipate in public life because high school means the transition to adulthood and upcom ing society.However,there are many problems in public participation of high school stu dents.Only by investing and problems and causes clearly can schools and teachers resp ond to the problems and improve students' ability to participate in public life.The first part is about public participation and its importance to senior high student s.Firstly,the connotation of the public participation is defined.Public participation not only refers to the participation in political life,but participation in the social public affai rs.The questionnaire is about the basic content of public participation mainly consisting of three aspects: public participation awareness,public participation knowledge and pu blic participation ability.At last,the significance of public participation is briefly expou nded.The second part is about the main problems of high school students' public particip ation from the analysis of surveyed data.From the perspective of the public participatio n awareness,senior high students have a strong desire of participating public life but lac k practical participation behavior.From the perspective of the public participation know ledge,senior high students have insufficient public participation knowledge and lack of practical knowledge.From the perspective of the public participation ability,senior high students have inadequate capacity and lack rationality.The third part is about the main reasons for the insufficient cultivation of the public part icipation literacy.Under the background of the exam-oriented education of the college e ntrance examination,students can only study and prepare for the exams lacking the prac tical activities of extracurricular public participation.Ideological politics course,which i s the main channel and position of cultivating the students' public participation literacy,has low teaching efficiency.In addition,the lack of participation environment and traini ng subjects is an important reason for inadequate capacity.The forth part is about the basic strategy of strengthening the cultivation of public partic ipation literacy of rural high students.First of all,change the educational ideas and raise the awareness of the public participation.Secondly,make the full use of the ideologicalpolitics course and improve teaching efficiency to develop the public participation abili ty.Finally,it is necessary to continuously enrich students' extracurricular public particip ation activities,so that students can improve their ability of public participation in exper ience and practice.
