Since the 1970s, with its rapidly expanding, the policy scientific research has become a new and developing subject which involves politics, the economy, and the culture and so on. As a part of the community policy research, the educational policy research has obtained the huge development in the past 20 years. As the important component of the educational policy research, the moral education policy has the important research value and the significance.University moral education of our country has passed through more than 50 years development processes, which has played the pivotal role in raising socialism constructor and the successor, training the qualified personnel for the society as well as forming the good social convention and so on. This research selects university moral education policy of our country beginning with reform and open policy as the inspection object, classifies the policy by uniting the politics time. From three latitudes—fact analysis, value analysis and canonical parse, the research inspects university moral education policy gradual characteristic in different time. The research introduces three stage historical perspective - the restored development time (1978-1989), the deepened reform time (1990-1999) and the construction harmonious time (2000-2007) , inspects the university moral education policy promulgated at each time, as well as the moral education goal and value orientation's change, and then analyzes the overall characteristic which university moral education policy presents during this period, inspects university moral education policy evolution course and overall characteristic since reform and open policy diachronically.Through the policy text's analysis, university moral education policy has the special value relation, and its dominant character has been the national politics benefit orientation's value choice continuously, also has manifested special interest relations between nation and pedagogues behind the moral education policy as well as the absolute policy validity. However, in this case, the moral education policy actually had the time-limited low embarrassing situation. Regarding this, the moral education policy has the faced responsibility. Looking over our university moral education course during 30 years, there are many problems existing in university moral education course such as the optional formulation, weakening execution and so on. In today when is to construct harmonious society, university moral education policy must realize fundamental transformations in aspects of moral education goal, value orientation, system construction and so on, In the moral education policy formulation keeping pace with the times, processing the relations between the compatibility and the transcendence; in the value orientation realizing transformation to the humanist and processing the social need and the individuality development relations; in the moral education policy process guaranteeing efficiently, Solving the questions on policy execution and the appraisal. Finally moves toward scientific policy-making and smooth implementation.
