| With the development of information technology,more and more attention has been paid to the development of the policy of IT in education by the national level.It has become the strategic consensus of national education development that educational modernization is driven by IT in education.The development of IT in education can’t be separated from the security of the system design of the policy of IT in education.In order to ensure the IT in education to adapt to the needs of national economic and social development and the environment of international competition,since 1980 s,China has formulated a series of the policy of IT in education that plays an important leading and ensuring role in the process of promoting IT in education.Looking back to history,a study on the development and change process of China’s the policy of IT in education in the past more than 20 years has important theoretical and practical value what it is for us to reflect on experience,to grasp the reality,to grasp the policy oriented design of C hina under the background of global IT in education and ensure the development of IT in education.This study takes the text of the policy of IT in education at the national level in China between 1989~2016 years as the object of study,by using the combination of qualitative and quantitative research methods of the literature research,the text analysis,the TFIDF algorithm and clustering analysis method and so on,the study explores its historical change separately from the two aspects of policy texts and policy contents.On the basis of quantitative research,the article constructs the developmental stage,evolutional characters,influencing factors and the theme of rising,stabling and falling on the degree of concern of the policy of IT in education.This article analyzes the problems existing in the process of the development of the policy of IT in education and also reveals the enlightenment for formulation of China’s the policy of IT in education in future.The basic structure of the article is as follows:First of all,around the theme of the research,polymerizing the literature of the policy of IT in education,the article summarizes the current research situation of the policy of IT in education by using the literature research method at home and abroad.Secondly,the article analyzes the text context of the policy of IT in ed ucation by utilizing the method of bibliometric analysis of text attributes,time rules of policy release and the owner of policy making;so as to summarize the context that the development of the policy of IT in ed ucation has experienced three stages,and reveals the background and content of each stage of development.Thirdly,ROST CM software is used to deal with the participle and extract the keywords for the policy text;TFIDF algorithm is used to determine the important words;BICOMB software is used to extract the high frequency keywords and build the co-occurrence matrix and the use of SPSS software is used for clustering high frequency keywords in the co-occurrence matrix.The quantized results of the policy content were analyzed using the discourse analysis method,so as to reveal the policy evolution internal and external characteristics,influencing factors and the theme of rising,stabling and falling in the process of the policy of IT in education.Fourth,the article summarizes the main conclusions of this study,and some suggestions are put forward from the aspects of the main body,the theoretical research and preferential policy and so on for the formulation of the policy of IT in education in future. |
