The Symbiosis Efficiency Of University Science And Technology Commissioners And Enterprises Evaluation Research

The Guangdong Enterprise Science and Technology Commissioner's Action originated from the special program of industry-university-research cooperation jointly organized by the Ministry of Education and the Ministry of Science and Technology of the Guangdong Provincial People's Government in 2008.With the in-depth advancement of the enterprise science and technology commissioner system,as of 2016,a total of 195 enterprise science and technology commissioner workstations have been built in 21 cities across the province.The efficiency of the transformation of scientific and technological achievements,on the other hand,has also effectively enhanced the independent innovation capabilities of enterprises and promoted the transformation and upgrading of Guangdong's industries.However,in recent years,in the process of implementing the enterprise science and technology commissioner program in colleges and universities,there are still problems such as low service quality of enterprise science and technology commissioners,unmatched supply and demand between schools and enterprises,and the lack of a long-term mechanism for industry-university cooperation.Therefore,the effect of industry-university cooperation still needs to be improved.The idea of "symbiosis" began to be widely used in the social field,referring to the relationship formed between symbiotic units in a certain symbiotic environment according to a certain symbiotic model.In the cooperative relationship between the university's enterprise science and technology commissioners and enterprises,the two sides complement each other's strengths,share risks,and link together for common goals and interests.Based on the perspective of symbiosis,this paper takes Guangdong Province as an example,analyzes the basic elements of symbiosis between university science and technology agents and enterprises,and uses Logistic regression model and DEA efficiency evaluation model to calculate the symbiosis evolution characteristics and symbiosis efficiency of the two.The research results show that :(1)The university science and technology commissioner and the enterprise are in the asymmetric and mutually beneficial symbiotic stage.(2)Thereare obvious regional differences between the enterprise science and technology commissioners and the industry-university cooperation between enterprises;(3)The service efficiency of college enterprise science and technology commissioners needs to be further improved;(4)There are few enterprise incentive measures and the incentive mechanism is not perfect;(5)Universities The stability of the cooperation between the enterprise's science and technology commissioner and the enterprise's industry-university needs to be improved.According to the evaluation results and the actual situation,the optimized paths for the long-term cooperation between the university enterprise science and technology agents and the enterprise as a whole and the city level in Guangdong are proposed,in order to improve the university enterprise science and technology agents and better The service enterprises provide useful guidance and provide references for universities to further deepen the cooperation between industry,universities and research institutes.
