The Research On The Efficiency Of Talent Cultivation In University Of Applied Technology In Hebei Province

In the new era,China’s economic and social development has entered a new economic normal stage,and the changes in the economic structure have highlighted the demand for applied technical talents;for this reason,in 2014 and 2015,the state issued policies to support local undergraduate institutions to transform into applied ones;therefore,applied technology universities,which have developed from the transformation of local undergraduate institutions,have assumed the important task of cultivating applied talents with high technical skills.Based on a systematic review of the development history of universities of applied technology and an indepth analysis of their academic and disciplinary characteristics,this study is based on data from all 22 universities of applied technology in Hebei province before and after the policy transformation,in terms of human,material and financial resources production input factors and outputs such as the number and types of talents cultivated.A comparative study was conducted to classify the talent cultivation inputs and outputs of applied technology universities in terms of affiliation,discipline type and geographical location.The DEA and Malmquist index methods were used to measure the talent cultivation efficiency of applied technology universities in Hebei Province and its changing trends,and the factors influencing their talent cultivation efficiency were empirically analysed based on the DEATobit two-step method,with a view to improving China’s The study shows that the efficiency of talent cultivation in universities of applied technology in Hebei Province has been improved in 2014 and 2015.The study shows that after the state issued policies to support the transformation of local undergraduate institutions into application-oriented in 2014 and 2015,the efficiency of talent cultivation in Hebei Province’s universities of applied technology has improved significantly,with both the input and output of talent cultivation showing an upward trend.In terms of input,the investment in special equipment and books has grown at a relatively fast rate,and the structure of personnel input has been continuously optimised;in terms of output,the scale of postgraduate training has grown the fastest,showing a trend of cultivating higherend application-oriented talents.In terms of training types,there are differences in the efficiency of talent cultivation in Hebei universities of applied technology by school type,with private universities of applied technology having better talent cultivation efficiency than public universities of applied technology,and universities of applied technology with a bias towards science,technology,agriculture and medicine having better talent cultivation efficiency than universities of applied technology with a bias towards humanities and social sciences.However,judging from the dynamic trend,the productivity of talent cultivation in Hebei universities of applied technology is in negative growth on average each year,the efficiency of technological progress is relatively low,and the quality of input factors still needs to be improved.Considering the special characteristics of talent cultivation in universities of applied technology,it is found that factors such as the proportion of "dual-teacher" teachers and school-enterprise cooperation are key factors affecting the efficiency of talent cultivation in universities of applied technology.Among them,the proportion of practical training bases,cooperation and exchange with enterprises,and the proportion of "two-teacher" practical instructors have a significant positive impact on the efficiency of talent cultivation in universities of applied technology,which reflects the necessity and urgency of deepening cooperation between schools and enterprises.In order to further improve the efficiency of talent cultivation in universities of applied technology in Hebei Province,more efforts should be made in the following aspects during the 14th Five-Year Plan period and for a longer period of time in the future:establishing an evaluation mechanism for the efficiency of talent cultivation in universities of applied technology,improving the efficiency of the use of resources invested in talent cultivation in universities of applied technology,optimising the efficiency of the training of talents in private universities,and exploring the possibility of the development of the training of talents in private universities.The university should make greater efforts in the following areas:establishing an evaluation mechanism for the efficiency of talent training in applied technology universities,improving the efficiency of the use of resources invested in talent training in applied technology universities,optimizing the efficiency of talent training in private universities,exploring new ways for the development of liberal arts applied technology universities,promoting the characteristic operation and differentiated competition of applied technology universities in the region,deepening the cooperation and exchange between applied technology universities and enterprises,attaching importance to the establishment and effective use of internship and training bases,and improving the faculty strength of applied technology universities.
