| With the development of economic globalization,science and technology are more and more closely connected with economic development.Human society has stepped into the era of knowledge economy,and promoting the cooperation between production,education and research is an effective way to transform knowledge into technology.Production-university-research cooperation can promote the optimal allocation of resources and is a powerful measure to realize the coordination and integration of regional science and technology and economy.In the era of knowledge-based economy,colleges and universities are not only places to impart knowledge and cultivate innovative thinking and talents,but also the gathering places of national innovative disciplines,new knowledge and new technologies.On the other hand,enterprises can promote technological innovation,effectively transform advanced technologies into productive forces and improve market competitiveness.However,in the current practice of industry-university-research cooperation,the effect of industry-universityresearch cooperation has not reached the expectation.Due to the different development levels and input in different regions,the efficiency of industry-university-research cooperation is obviously different.Therefore,the research on the efficiency of industryuniversity-research cooperation and its regional differences is of great significance for promoting the innovation of industry-university-research cooperation in China and building an innovation-oriented country.This paper takes efficiency research as the main line and takes China’s 31 provinces and autonomous regions as the research object,based on the background of school-enterprise alliance.Firstly,the development of China’s regional input and output from 2011 to 2018 is preliminarily analyzed.Secondly,using the three-stage DEA method,the per capita gross regional product,the number of enterprises with R&D activities,the total amount of foreign investment and the impact of science and technology funding from the government on the efficiency of industry-university research cooperation are included in the study.The effects of environmental factors and random factors are excluded,and the results of the first stage and the third stage are compared.Finally,the Malmquist index method is used to analyze and compare the total factor productivity of different regions and different years and its exponential decomposition from the dynamic perspective,and the non-parametric test method is used to analyze the significance of their differences.The results of this paper show that:(1)There are unreasonable phenomena of different degrees of input redundancy or output deficiency in the efficiency of industryuniversity-research cooperation in China;(2)The existence of external environmental factors does have an impact on the efficiency value of industry-university-research cooperation,especially in the western region.The rationality of matching investment scale with regional development should be paid attention to;(3)Although the total factor productivity and its decomposition index of industry-university-research cooperation did not have a fixed upward trend during 2011-2018,the overall trend was fluctuating,but the decrease of total factor productivity in 2018 was significantly lower than that in 2011;(4)There are significant differences in technical efficiency,technological progress rate,scale efficiency and total factor productivity of the three levels,while the differences in pure technical efficiency of the three levels are not obvious.Finally,according to the above empirical calculation results,the author puts forward some countermeasures and suggestions to the main problems existing in the industry-university-research cooperation in China. |
