Research On The Policy Problems And Countermeasures Of Entrepreneurship Support For College Students In Foshan City

In 2015,the government included "mass entrepreneurship and innovation" into the government work report for the first time,and was included in the national "13th five year plan".In the nineteen major reports of the Communist Party of China,general secretary Xi Jinping pointed out that we should actively guide and stimulate the spirit of innovation and entrepreneurship of college graduates.The government of our country is carrying out the supporting policies of college students'entrepreneurship vigorously,which provides various preferential supporting policies for college students' entrepreneurship.However,in various practical processes,the government's entrepreneurial support policies for college students have not achieved the desired results.In recent years,Foshan's economy is in the process of transformation and upgrading.At the same time,with the encouragement of the government,the number of university students in Foshan city is also increasing.This paper discusses the characteristics and shortcomings of the entrepreneurship support policy for college students in Foshan city,and on this basis,puts forward suggestions to improve the entrepreneurship support policy for college students in Foshan city,and provides some reference for the entrepreneurship of college students in Foshan city.The process of finding problems:the research on the entrepreneurial support policies for college students mainly includes three aspects:policy content,policy process,and policy implementation,from which to find problems.First of all,in terms of policy content,this paper systematically combs the text of entrepreneurship support policies of university students in Foshan city by means of literature analysis and comparative analysis.At the same time,it makes a comparative analysis on the entrepreneurship support policies of three advanced cities in China,analyzes the problems existing in the entrepreneurship support policies of university students in Foshan city and summarizes the experience from the entrepreneurship support policies of three cities In terms of policy content,the loan subsidy of venture capital is insufficient,the preferential form of venture policy is lack of flexibility,and the operation of entrepreneur Park is poor;Then,in the aspect of policy implementation,the questionnaire survey was carried out on 100 college students in Foshan city,and the problems existing in the entrepreneurial support policy of college students in Foshan city were analyzed:in the aspect of policy process,the publicity of entrepreneurial policy was not enough,and the entrepreneurial education policy was not perfect;finally,in the aspect of policy implementation,the interview and action research were used to survey 2 of 100 college students in the questionnaire.In the aspect of policy implementation,there are many problems,such as lack of overall planning,complicated application,complex approval process,diffcult to get financial subsidies in place,and high application threshold.The process of putting forward countermeasures:finally,by interviewing two related university students' entrepreneurship policy makers in Foshan city,we get the improvement suggestions on the policy issues,and combining with the experience summary of four domestic advanced cities'entrepreneurship support policies,we put forward the improvement ideas:in terms of policy content,improve the subsidy of entrepreneurship fund loans of university students in Foshan city To improve the flexibility of the preferential forms of entrepreneurship policies for college students in Foshan city,and to run the entrepreneurship incubation base efficiently;in terms of policy content,to publicize the innovation policies,to establish the evaluation and feedback mechanism,and to further implement the detailed entrepreneurship education policies in Foshan city;in the aspect of policy implementation,to implement the entrepreneurship policies for college students in Foshan city,to refine the specific policies and to improve the feasibility,simplify the procedures,implement one-stop service,reduce the threshold of entrepreneurship policy of university students in Foshan city,improve the policy procedures,build the legal guarantee system of entrepreneurship of university students in Foshan city,and improve the risk aversion of entrepreneurship.This paper makes a targeted study of the contents and implementation status of the support policies for college students' entrepreneurship in Foshan city.
