The Effect Analysis Of Entrepreneurship Supporting Policies To College Students Under The “Mass Entrepreneurship And Innovation”Concept

In recent years, with the expansion of enrollment in colleges and universities and the financial crisis impact, college students are facing more and more serious employment difficulties. Our nation has issued a series of measures to solve this problem. Such as, encourage students to start up a venture, and it becomes the key solution of the employment difficulties which college students are facing. With the"Mass Entrepreneurship and Innovation” concept proposed, all levels of government promulgated various measures to support college students to start a venture. However,the effectiveness of these measures has become an important problem urgently concerned by the government and the public.Base on the user-oriented assessment model, and under the background of "Mass Entrepreneurship and Innovation”concept, this article combines all related supporting entrepreneurship policies from the Party Central Committee, the State Council, and the provincial government as well as municipal government which city S belongs to.This article compiles a questionnaire named “the Implementation Effect of Entrepreneurship Supporting Policies to College Students”. The investigation objects of this questionnaire are facing college students and college students as entrepreneurs in the industry park of city S. Through questionnaire distribution and case interview,we collected the feedback of the implementation effect.The study found a lot of defects in the process of the implementation of college students’ entrepreneurship supporting policies. Such as, the government polices of innovation service are not specific enough, and these policies lack of supervision mechanism; Business incubator policies are not fully implemented which can not meet the diversified demand of entrepreneurs; Policy design overemphasis on the entrepreneurial success rate, which deviated from the policy expectations;Entrepreneurship courses being offered in college are not ripe, as the courses lack of qualified teachers and ignore the cultivation of college students’ entrepreneurialspirits. The fund-raising environment as well as the entrepreneurial atmosphere in society needs improving.Therefore, this article puts forward suggestions listed below. Government should guide and strengthen the policy implementation, and combine the construction of college students’ entrepreneurship park with the government’s policy and the market management, so as to perfect the information service ability and improve the level of public service. Colleges and universities should combine entrepreneurship education with the regional economic development status, and build the entrepreneurship faculty of high level, construct compound system and hold corresponding activities for the entrepreneurial practice, as well as build up a service tracking system. In the aspects of social environment, Society should enhance the promotion of entrepreneurship to create an attractive entrepreneurship atmosphere, establish the "Angel Fund" to build a comprehensive fund-raising system, accelerate the construction of social credit system, speed up the development of intermediary organizations, perfect social service system, and enhance the deep cooperation between universities and enterprises.
