In 2005,the General Office of the CPC Central Committee and the State Council's "Opinions on Guiding and Encouraging College Graduates to work as the rank-and-file " pointed out that inspiring college graduates to be employed as the rank-and-file has great significance to the healthy growth of young talents,the improvement of its talent structure,and the coordinated economic development of urban and rural areas and regional.The western China and the grassroots have become the main direction for the party and the state to call on graduates to make contributions.Grassroots projects,such as the “Special Post Teacher Program”,“College Student Village Officer”,“Three Supports and One Assistance” and “Go West---College Graduates Volunteer Program” are the main ways to motivate graduates,by the state,to work in grassroots.The improvement of the Selected Graduates system after 2008 has pushed the measures,taken by the state,to next level to encourage them to grassroots.In recent years,China's economy as a whole is facing downward pressure and there are certain structural contradictions in employment.The job-hunting competition of college graduates in large and medium-sized cities is extremely fierce.However,the grassroots,especially the ones in the struggling and remote areas of the western regions where the economic development is relatively backward,are suffering insufficience of talent attraction.College graduates who,as a talent resource of the new era,have generally received good higher education can play their own professional strengths,and boost the development of local economy.They are given impetus to work in the struggling and remote areas of the western regions,which is of great significance for promoting local construction and development,and meaningful for narrowing the economic gap between the eastern and western China.Although some progress has been made by China's governments on propelling them to those areas,it is not yet enough for the complete solution of insufficient talent resources there.Lack of willingness to go there is still a problem.It is hence necessary to further explore the deep reasons to further attract them.Then it will be good to rise the employment and development at the grassroots in those regions.This study takes students from universities in Sichuan and Chongqing as respondents.Firstly,through survey,this study focuses on the views of college students on the grassroots in western China's struggling and remote areas,the understanding of grassroots employment policies and the willingness to work as the rank-and-file there,and the factors that trigger them to the west.Then in the form of interviews,the issues and deficiencies of working there are explored.Based on this,some useful countermeasures are proposed to better motivate them to work there.It is found that first,the overall understanding of them on the struggling and remote areas of the west is relatively negative and the positive evaluation is less;second,they don't know much about the employment policies;third,college students are generally less willing to work as the rank-and-file in the west;fourth,working there is not the primary employment choice for most of them,but an alternative direction;fifth the stimulative for them to those areas lies in five aspects: employment safety,policy compensation,employment placement,medical and health service,and basic necessities of life.Then through further interviews,this study found that the existing issues of going there and work are: First,the salary is lower and less competitive;second,the talent evaluation system is not scientific enough,and the prospects of promotion is limit;third the basic board and lodging support is generally poor with large regional differences.Fourth,the work pressure is high with the lack of necessary psychological counseling service.Fifth,the college students' attitude toward employment has a utilitarian tendency.Finally,based on the results,suggestions are given from five aspects,namely employment incentives,employment safety,talent evaluation,talent distribution and mobility,employment promotion and guidance.First,improve the salary system and establish special reward and compensation system;second,vigorously implement the talent lodging project,increase public service and social security support,and strengthen the implementation of employment support policies;third,improve the talent evaluation model and training system;fourth,optimise the talent distribution and mobility system there;fifth,improve the employment promotion and guidance for on-campus students to work there.
