With the expansion of the scale of higher education in China and the further increase of the cost per student,the contradiction between the limitation of educational resources and the increasing demand for education due to the expansion of enrollment scale makes the society and individuals face investment burden.Therefore,the study of costeffectiveness about higher education has attracted increasing attention,but there are few studies on the cost-effectiveness of universities with different characteristics.Different types of universities have different average cultivation because of the discipline of every type of universities,some universities have much higher costs than the traditional humanities and social sciences universities,for example,he universities of engineering? agriculture and forestry ? medicine,so it is necessary to distinguish the types of universities in the analysis of cost and effectiveness to ensure the pertinence and authenticity of the analysis results.As an university with economics and management as its main disciplines,The economic universities undertake the responsibility of cultivating economic and management talents for China's economic development.What is the condition of input and output for economic universities? What is the cost-effectiveness? And how should we promote cost-effectiveness? These are all issues that deserve to be explored in depth.Based on this,this paper uses the method of DEA-Tobit for the two-step method to conduct cost-effectiveness research on China's economic universities.The data of input and output for 26 economic universities in 2017,and these economic universities with representative characteristics in each region.We use the DEA to analyze comprehensive effectiveness,pure effectiveness,scale effectiveness and super effectiveness of economic universities.The results show that: First,the comprehensive effectiveness of costeffectiveness in economic universities is higher,but there are regional differences;Second,scale effectiveness is lower than the pure effectiveness for economic universities;Third,economic universities have higher pure effectiveness,but it needs to improvement.Furthermore,on the basis of effectiveness analysis,Tobit model is used to analyze the influencing factors of cost and effectiveness.It is found that the level of school has a significant positive impact on the improvement of cost-effectiveness of economic universities;The spending of education has a significant negative impact on the costeffectiveness of economic universities;however,Per Capita GDP of region and the quality of teachers had no significant impact.Based on the research results,the following suggestions are put forward:(1)Reduce the investment gap in educational resources in different regions;(2)We should improve the efficiency evaluation mechanism and strengthen the rational allocation and effective use of resources;(3)We should draw lessons from the advanced experience,enhances the management level for the economic universities of pure effectiveness;(4)Give full play to the characteristics of the school,improve the level and effectiveness of schools.
