Education is facing new demands in information age, so it must be reformed. Education informatization is taken for a breach of reform in our country. Our investment is very huge but the related returns haven't met to the desire.(1)What is the cost in educational informatization? (2)How it is rated structurally? (3)What is the effectiveness? (4)Which effectiveness is that the educational informatization should bring and has brought? (5)How to evaluate the effectiveness? (6)How about the cost, the effectiveness and the cost and effectiveness of educational informatization in primary schools and high schools? (7)Which major factors impact the effectiveness? These questions are the author wants to answer.The cost and effectiveness of educational informatization in primary schools and high schools is a new research field. Few people studied along this line yet inside and outside the country. Based upon conclusion and the elicitation from related study field, the paper first systemicaily analysizes the field of the cost and effectiveness of educational informatization, and combining the pedagogic practice, concretely describes study contents. In this light, the paper discusses the structure of cost and the feasibility of cost measured nowadays, designs the blue print of cpst measured in the school, discusses the effectiveness of educational informatization in primary school and high school, designs a synthetical index, the ratio of teacher effectively applying information technology in routine instruction, of the effectiveness evaluated, lastly reviews and analysizes the cost and effectiveness of educational informatization in three primary schools and two high schools.The conclusions and viewpoints in the paper are as follows. (1) Pedagogy, economic and technology is basic subject of this field, and the core is pedagogy. (2) The strength game between information technology and education system forms different stages in educational informatization. (3) The educational informatization is just the faculty acting and practicing process. (4) The cost, the effectiveness, and cost-effectiveness constitute the study field. (5) The stuff of educational informatization input consists of hardware, software and personnel. (6) The ratio of hardware cost, software cost and personnel cost is badly maladjusted, and the hardware cost approximately occupies 90%. (7) The condition of cost measured has not been generally provided with nowadays. (8) The paper analyzes the effectiveness of educational informatization from the goal and the profit of every body. (9) The ratio of teacher effectively applying information technology in routine instruction is the exercisable and replaceable index to evaluate the final effectiveness of educational informatization. (10) Educational informatization gets along with the profits game among bodies in primary schools and secondary schools. (11) The effectiveness of educational informatization has not been incarnated generally in routine instruction of primary school and high school. (12) The input does not always bring the output, and processing factors are very important for the transform. (13) Institutes and leader actions, which play the role of institutes, influence largely the effectiveness of educational informatization in school. (14) The maladjustment of cost structure, the insufficiency of personnel trained and pursuing the ratio of entering a higher school are major factors that impact the general acquirement of the educational informatization effectiveness nowadays.
