Modern Agriculture And Farmers Training By Different Investors

China is undergoing the key period of agricultural modernization.In the process of agricultural modernization,the transformation and application of agricultural science and technology needs the peasants,and scientific and cultural quality of farmers has a great influence on the process of modern agricultural construction.At present,our farmers' scientific and cultural quality is not high enough to make good use of advanced agricultural science and technology.Therefore,it is quite necessary and urgent to improve farmers' human capital,that is,modern farmers' training.In recent years,our government has paid considerable attention to farmers training,and the investment in training modern farmers is also increasing consistently.However,the source of training funds,which is single-source and far short,mainly depends on the central financial revenue.And the implementation is faced with the problem of supervision and evaluation.As a result,farmer training in our country can not meet the needs.Therefore,in the context of the government's vigorous advocacy of farmer training,it is necessary to make investment subjects more pluralistic under the operation of the market.At the same time,it can also make the training of farmers more effective.Besides,when discussing farmers' training,we cannot ignore the background of labor migration in China's current dual economic structure.Vocational farmers' training will inevitably lead to the transfer of labor force,which will change the production factors of different regions and industries,and have different effects on the development of industries.That's also what we should pay attention to when we discuss economic issues.At present,there is a lack of research on the combination of modern farmers training and modern agricultural development under the background of labor transfer.Of course,the existing research does not mention the relationship between the source of vocational farmer training funds and the economic effect.However,because of the lack of the corresponding theoretical research support,the society doesn't thoroughly understand the responsibility of the modern farmer training investment subject except the government,which makes the parties lack the enthusiasm.Considering the importance of modern farmer training to the development of modern agriculture,we think it is necessary to clarify the market mechanism of the influence of modern farmer training on economic development,to clarify the influence of different investment subjects on the economy and modern agriculture.It is not only a useful supplement to the existing literature,but also a theoretical basis for making relevant policies.This paper is to study the problem.In this paper,the general equilibrium models of farmer training by enterprises or farmers are constructed based on the Harris-todaro model.It is found that both enterprises and farmers'investment training will increase the unemployment of the urban sector.However,the labor and capital employed by the urban sector and the traditional agricultural sector will increase while training is paid by the enterprises,the employment of modern agriculture sector is decreasing.And the situation is opposite when funded by farmers.From the point of view of promoting the development of modern agriculture,we should actively encourage farmers investing in training.Of course,the economic capacity of enterprises and individuals has great influence on solving the problem of farmer training,which should be further studied in improving the level of economic development.
