One of the most important parts of talent resources in the new century is college students,and they are the main force for the future of socialist modernization under the new situation in China.The student management work directly affects whether the goal of talent training in high education schools can be realized.With the promulgation of the "Regulations on the Construction of Counselors for Ordinary Colleges and Universities"(Order No.43 of the Ministry of Education)(hereinafter referred to as "the Regulations"),it shows that the party and the country pay unprecedented attention to the management of college students,and also require better work from form to content,breadth to depth on it.However,considering the current counselors' team structure,working skills,and overall abilities,it is impossible to meet the new requirements and new missions from the party and the country.There are still many problems in the construction and development of the counselor team,which has become a difficult point in the management and reform of various universities.In order to ensure the healthy and stable development of this team,we must firstly pay more attention on selecting and hiring people.From the perspective of human resource management,it is of great practical significance to explore a set of scientific and feasible methods for the counselor recruitment.The main purpose of the study is based on the current recruitment of counselors in Xi'an XY College,and to design and establish a recruitment system that is suitable for the actual requirements of the school counselors.The significance of the study is to help the school to identify the professional ability of the applicant for the counselor,which strictly checks the access mechanism from the beginning.Therefore it can promote the development of the entire team to professional and dedicated.The main object of this paper is the current recruitment situation of the counselors in Xi'an XY College.Through the research and study of the existing research results domestic and abroad,and interviews and investigations of the teachers who work in this position,combined with the author's personal experience in the work of counselors at XY College,A new system for counselors recruitment would be designed based on the investigation of current status and existing problems.After investigation and research,it shows Xi'an XY College's current counselor selection and employment work lacks systematic planning,no job analysis,lack of evaluation feedback,and the ability of recruiters themselves needs to be further improved.Faced with the above problems,the author mainly applied the theoretical knowledge learned in management science and human resource management.Starting from the human-employment matching theory,investigating the development status of the XY college counselor team and the status quo of counselor selection and employment,the author aims to find the problems existing in the current work and to analyze the causes of the problems.Based on the competency theory,determining the competency elements of the candidates,establishing the competency model of the XY college counselors;and combining the need for hierarchy theory,two-factor theory,the author establishes the overall idea and framework for the construction of the counselor recruitment system,and sorts out the entire selection and recruitment system process.In order to enhance the practical operation of the selection and recruitment system,the author believes that the implementation effect of the system should be evaluated,and the operation of the selection and recruitment system should be guaranteed from the perspective of organization,system and funding.The feasibility of the selection and operation process still needs to be further verified.The author wants to further accumulate experience and obtain information in the future work and study to improve the operability of the theory and make the subject more improved.
