The construction of primary and secondary school teachers is not only a precondition for implementation of basic education, but also an important guarantee for maintaining social stability and progress. As a threshold of teaching profession, the important function of recruitment is to select suitable talents for teacher team. Teacher recruitment is a core link in construction and optimization of teaching staff. Outline of National Medium-and Long-Term Program for Education Reform and Development clearly expresses that teacher recruitment should be regulated to build up a strong contingent of teachers. Since put into effect, teacher recruitment has made great achievements in supplying teachers to primary and secondary schools, and appeared some problems at the same time. With the development of society and economy, changes have taken place in teacher’s supply-demand relationship, and the requirement for teachers’ professional quality has been improving continually. The teacher recruitment can’t adapt to the requirements for teachers in the new era.In view of the recruitment’s dilemma in current practice, this study chooses competency theory as perspective to analyse problems appearing in the process of teacher recruitment and bring forward specific countermesures for improving the recruitment. Characteristic and content of competency provide this paper with analysis basis. Competency has these four characteristics: position-specific, performance-predictive. content-extensive and development-dynamic. And competency includes three aspects as follows:professional knowledge, professional skills and professional ethics. According to teachers’professional standards, this study summarizes the content of teacher competency as three parts:knowledge competence, teaching competence and ethical competence.The thesis follows this train of thought "Put forward the problem, analyse the problem, solve the problem". By means of interview, questionnaire and text collection, this study investigates five aspcets of the teacher recruitment, including requirement planning, application condition, recruitment exams, assesssment during probation period, evaluation of recruitment process. Then on the base of survey result, this thesis analyses these problems existing in teacher recruitment as follows:Lack of autonomy in selecting qualified teachers, primary and secondary schools’participation in teacher recruitment is not high; Recruitment plan made by education authority is not reasonable for clearifying competency of every teacher group. Application condition is not scientific and does not reflect requirements for teacher competency; Recruitment examination is not comprehensive for judging candidates’competency fully; As assessment inprobation is formalist, schools can’t be certain whether teachers are competent for jobs or not. Aimed at these problems, this article puts forward strategies under the guidance of the competency theory. Make recruitment plan in accordance with post competency. Set application conditions which are consistent with teacher’s professional requirements; Assess candidates’ competency by means of effective exams; Construct a interviewer team of high-quality; Put more emphasis on assessment during probation period. Strengthen monitoration and evaluation in the process of recruitment.
