General Office of the State Council has enacted Notifications Regarding District's Kindergartens Governance in Cities and Towns consider governing district's kindergartens in cities and towns as a important solution,which promote the development of inclusive preschool education and inclusive studying spots,and relieve the shortage and expensiveness of preschools.District's kindergartens is a kindergarten that provides nursery care and education for children aged 3-6 years in the community,a kindergarten that is in sync with planning,constructing,delivering,using of residential district according to the relevant national policies and regulations.It is divided into two construction modes:supporting construction and separate construction in the residential area.In this study,text analysis,questionnaire,interview and other research methods were used to take the 416 district's kindergartens in Nanchang as the research object,11 of which with different properties and levels were investigated deeply,so as to comprehensively understand the current situation about the inclusiveness of district's kindergartens in Nanchang from the perspective of principals,teachers and parents.By summing up the difficulties in the inclusive transformation,the paper clarifies the causes behind contradiction of the inclusive development of the district ' s kindergartens,and tries to make suggestions for the inclusive development of the district's kindergartens in Nanchang city.By further analyzing the status quo and satisfaction,the results showed that:(1)District ' s private kindergartens set relatively high fees,and the private exclusive gartens' fees were the highest.(2)Tend to regard for the convenience of enrolment,failed to fully take into account the security.(3)The teacher group own low wages,presenting tremendous liquidity,and the education management remain to optimize.(4)Students distribution and high-quality preschool resources allocation were unevenly set.(5)Transferation and construction situation are not ideal,and support is not in place.Based on the above study and put forward the following suggestions:(1)Balance the budget of district ' s private kindergartens and improve allowance standard:strengthening the cost estimation and pricing supervision among private kindergartens,making efforts to increase subsidies amounts for district's inclusive and private kindergartens.(2)Complete the management system of district's kindergartens,promoting the standardization process of kindergartens: normalizing the matching name set and the proterty and taking good control of the relationship between the convenience and safety in kindergartens,enhancing the professional leading for district's private kindergartens,mediating the game among related subjects in accordance with rules.(3)Increase inventory of high-quality district's kindergartens and construct inclusive educational pattern: speeding up the use of district's kindergartens under negotiation,expanding the number of various types of kindergartens in multiple ways,establishing a public-led model of inclusive education.
