| China has in recent years been paying close attention to the development of social organizations and attaching a great significance to it,especially to the decisive factor,the extent to which those organizations are expected to achieve internal governance.Proposals for Institutional Reform and Functional Transformation of the State Council passed on the 12~thh National People's Congress in 2013 made it clear to reform social organization management and to improve internal governance,following which Opinions on Reforming the Management System of Social Organizations to Promote the Healthy and Orderly Development of Social Organizations jointly issued by the General Office of the Communist Party of China and General Office of the State Council in 2016 further highlighted the importance of internal governance.On June 7,2016,Tianjin took the lead in introducing the first local standard which social organizations with legal personality are required to satisfy on governance structure.As institutional reform going further,it has become an inevitable tendency to promote the internal governance of social organizations better.Early in 2015 the government of Guangdong Province had issued and distributed Guiding Opinions by Guangdong Civil Affairs Department on the Governance of Social Organizations with Legal Personality,manifesting a strong intention to improve the management of modern social organizations within Guangdong Province.The first step after that was to promote reform and facilitate internal governance by conducting a relevant assessment.By reference to the assessment of social organizations(sports)within Guangdong Province,this research on 13 provincial sports social associations by means of literature analysis,interview with experts,and field visits start from the status quo of their internal governance,thus to analyze the structure,system,and effect of the internal governance of provincial sports social associations.Major conclusions are as follows.Firstly,for self-regulatory organizations featuring self-management and self-discipline,like sports social associations,to develop a well structured,thoroughly regulated,operative and flexible governance system,it is the prerequisite to improve internal governance by the articles of incorporation and establish a wholesome institute for organization management.Secondly,as internal governance may somewhat determine the development prospects of organizations,absence of surveillance,guidance,or regulation is very likely to result in the slowing down of organization development and their failure in satisfying the requirement of market.Moreover,the investigation into 13 sports social associations on internal governance suggests that most social organizations have developed a well-structured internal governance system within which each part has its work to do and functions satisfactorily.In other cases,the system either calls for further improvement or fails in performing its function.That can be reflective on the urgent demand to optimize the use of funds,instability brought by undesirable personnel management,absence of governance institutes,delay in daily management and operation,and want of reflection on themselves.As a result,the outcome of internal governance is in positive correlations with overall management of organizations.Further,although it has been settled that party building is a pivotal part of the daily routine of sports social associations,the majority of them stayed unaware of the importance of party building.Finally,effective assessment of social organizations may assist them in figuring out or further understanding their specialty and problems.From the perspective of governments,thatshouldfacilitatetheprovisionoftargetedguidance,decentralization,and purchase of services.Based on that,proposals are made from the following two aspects,namely the improvement of the structure,institute,and system of internal governance,and to promote internal governance with better assessment of sports social associations. |
