Research On Governance Of Provincial Individual Sports Associations

As an important part of sports social organizations,individual sports associations are an important organizational form for citizens to participate in sports,and also a link between the national government and the people.At the beginning of the establishment of the individual sports associations,they took on the national responsibility of participating in international sports events and conducting international sports exchanges.The purpose is to lead the development of China's sports towards a more popular and internationalized direction.In recent years,with the transformation of our government from large and omnidirectional to limited,service,effective,and good governance,the background of governing the country according to law and simplifying administration and decentralization has formed.National sports associations across the country are facing the problem of decoupling.Therefore,in this context,the single sports associations that shoulder the country's heavy responsibility should exercise vigor and power,and effectively use the rule of law and the autonomy of the association to achieve a better balance.Promote the healthy and vigorous development of individual sports associations.Looking back on the governance of China's individual sports associations in different periods,it is believed that the governance subjects in different periods are also different: the governance subject in the budding development period is the state;the governance subject in the exploration and reform period is "center + association";the main body of governance during the period of decoupling is the individual sports association.Among the various types of individual sports associations in China,provincial individual sports associations not only serve as a link between the national individual sports associations and the municipal individual sports associations,shouldering the heavy responsibility of uploading and delivering,and are important central hubs;And also responsible for the popularization,improvement and promotion of sports events in the province,it has the power to guide,standardize management and set standards for the individual sports associations in the provinces and cities.Based on this,the research focuses on the governance of provincial single sportsassociations,the literature data method,expert interview method,field investigation method,induction method and case study method were used to conduct research and analysis on the development and governance of provincial single sports associations.Through visiting research,expert interviews and online literature queries,some problems in the development and governance of provincial individual sports associations have been further explored,that is,the lack of autonomy of individual sports associations under the dual management system;Excessive intervention by the national government leads to strong administrative colors;Failure to establish a complete membership system;Virtual board of directors and supervisory board;Failure to establish a sound and effective supervision mechanism;Lack of effective incentive mechanism,talent management needs to be improved;The lack of social legitimacy has caused individual sports association to face many challenges;Lack of a good social public foundation and social service functions have been replaced by administrative functions.This research aims at the problems in the development governance of provincial single sports associations,and proposes effective governance approaches for the healthy development of provincial single sports associations from the three aspects of government,associations and society.Government: adopting a supportive policy,contracting the rule of law for individual sports associations,and implementing an administrative contracting system;As soon as possible,special laws and regulations such as the "Regulations for the Management of Individual Sports Associations" and "Administrative Measures for Individual Sports Associations" shall be formulated and promulgated,the supervision mechanism shall be improved,the legal status,functions and roles of individual sports associations shall be clarified,and the government's own functional authority shall be regulated.Association: improve internal management institutions and operating mechanisms,improve the association's internal governance,achieve independent autonomy in accordance with the law,and build a diversified development path(focus on all-round and multi-level cooperation and exchange with other social resources).Society: support to assist individual sports associations in their work,strengthening the role of the media in monitoring publicopinion of individual sports associations,provide more sports resources that are conducive to the development of individual sports associations.
