Create And Anti-create: Study On The Internal Mechanism And Adaptation Of Social Organizations’ Participation In Community Governance

As an important part of the social governance system,social organizations have become an important carrier and support to promote the realization of good governance in society,and have been highly valued by the party and the state.It is the realistic demand of China’s social governance work in the new era to make all kinds of social organizations participate in social construction and social governance and share the achievements of social governance.With the continuous improvement of people’s living conditions,people not only put forward higher standards for material life,but also pay more attention to the urgent needs of spiritual and cultural aspects in practice.However,there are many complex problems facing community governance,which cannot be solved by community power alone.Therefore,other forces must be relied on.As an important social force,the participation of social organizations has effectively promoted the improvement of community governance capacity.Therefore,this force must be introduced into the community governance,optimize the community governance.However,due to various reasons,the development of social organizations has gradually fallen into a dilemma,and there are many conflicts in the process of participating in the governance.How to effectively play the role of social organizations in community governance and improve the level of community governance has become a topic worthy of discussion.Through research and first-hand information obtained during the internship,this paper studied the practice of social organizations participating in community governance,discussed the internal mechanism of social organizations participating in community governance and how to achieve a win-win situation of cooperation and co-governance,analyzed the difficulties encountered in the process of participation,and proposed solutions.It is found that there are internal behaviors that drive social organizations to participate in community governance,and external behaviors that restrict social organizations to participate in community governance.However,at present,social organizations’ participation in community governance will inevitably encounter resistance from the government,communities and themselves.First,the government’s understanding is not in place,the transformation process of government functions lags behind and laws and regulations are not sound;Second,the development of social organizations themselves is slow,their economic strength is weak,their scale is small,their capacity is relatively poor,and their undertaking capacity is obviously insufficient.Third,residents do not have high enthusiasm to participate in community governance and do not identify with social organizations.In this regard,the government needs to further update the governance concept,accelerate the transformation of government functions and improve the laws and regulations;social organizations should further strengthen capacity building,standardize behavior,and promote the improvement of service level.Communities should play the leading role of the party,foster a sense of community among residents,and increase efforts to introduce social organizations and other professional social forces to improve their governance capacity.
