The policy of teacher quality assurance system in England are more detailed than China while their publications of teacher misconduct provide researchers with opportunities to know more about the ways of their teacher administration by analyzing the policy text,trajectories of the policy along with the process of the policy implementation.The ‘3P policy analysis framework’ and the Open System Model were employed as the theoretical framework of this essay.Thus,analysis of policy,analysis of people,analysis of place and analysis of policy process will be employed here to reveal the traits and the influencing factors of policy components,outcomes and process.The 659 cases were downloaded from the England government website,which were published from 2012-2018.From the analysis of the changes in agency trajectories,policy goals,policy participates and policy tools,the power of teacher professional groups was found to be shrunk.To sort out the information of teacher identity and their misconduct from the text of cases is the first step for cases analyzing.With the information from the sorted classification sheet,the influencing factors of the decisions from the secretary of state were found by T-test and ANOVA: the gender of the misconduct teachers,the personal characteristics of Senior officer on behalf of Secretary of State,the different role of the Secretary of State and the teaching professional panel.Then,nine typical cases were selected according to the result of data analyse.From analyzing the results of different power groups,the power relations between teacher professionals and government were revealed.Other influencing factors were found by cases of ‘special’ teachers,which was the personal traits of the teachers,such as the teaching ability or the ability of leadership of the teachers or headteachers.After the analysing of the current Chinese policy status of Disciplinary Orders of Teacher Betray the Professional Morality/ Ethics,suggestions are as following: To amend the category of teacher misconduct from the practical experiences from England;To draw clearer boundaries between the responsibilities of government,local authority and schools;To mitigating the dilemmas of headteacher by clearer policy;Using the results teacher misconduct to get ride of misconduct teachers during the time of new teacher registration.
