With merit,the industry is wide.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping,standing at the strategic height of carrying out great struggle,building great projects,advancing great undertakings and realizing great dreams,has delivered a series of important speeches around the work of talents,profoundly expounded the status and role of talents,and pointed out the objectives,tasks and practical requirements of the work of talents.In 2009,the Changshan Islands partially opened to the outside world,economic and social development has entered a new era,the island’s living environment has improved year by year,and the demand for talent has become increasingly strong.Since the implementation of the "Outline of Long-term and Medium-term Talent Development Plan for Changhai County(2010-2020)" in 2012,Changhai County has successively promulgated policies related to the introduction of talents and the guarantee of talents,and achieved certain results.However,due to the geographical location,administrative system and other objective conditions,the brain drain in Changhai County in recent years is serious,and the introduction of talents is difficult.The problem of retaining difficulties has not been solved.From this point of view,this paper explores ways to further solve the talent bottleneck problem in Changhai region and promote the development of regional talent work by attracting talents to return to China.Through extensive literature review,this paper summarizes the definition of talent,brain drain and brain drain,and analyzes the causes of brain drain and brain drain in Changhai County.Taking the talent policy of Changhai County as the research object and basing on the current talent policy and the actual situation of personnel construction and development in Changhai County,this paper analyzes and summarizes the talent policy and the current situation of talent team construction in Changhai County,and explores the late start of development,the lack of regional actual characteristics and the target of talent policy formulation in the process of talent policy development in Changhai County.It also analyzes the causes of the problems from three aspects: the late opening time of the region,the small regional economic aggregate and the lower administrative system level.By using SWOT analysis method,this paper makes a deep analysis of the advantages,disadvantages,opportunities and challenges that Changhai County is facing in attracting talents returning.Combining with the overall situation of talent policy and the actual situation of economic and social development in Changhai,the paper puts forward the policy scheme of attracting talents returning and the countermeasures and suggestions of attracting talents returning in Changhai County.The institutional guarantee for the development and management of talent flow;the second is to build a platform for talent flow back to Changhai County;and the third is to take various measures to strengthen the introduction of talent.
