Research On The Construction Of Talent Team In Changhai County

Talents play a leading role in promoting the development of a region.The quality and ability of talents influence the region development and quality.As the only island frontier county in China,Changhai county meets a new opportunity for development after partially opening up in 2009.When the remote island county is getting more and more open and developed,talents construction is of great significance in such an important historical period.In recent years,Changhai county has paid more attention to talents team construction and adopted many good measures.However,due to objective factors as well as subjective factors,the problems still exist,such as the shortage of talents,serious brain drain,unreasonable structure,relatively poor quality and the lack of high-end talents,etc.If unsolved,it will put off the level promotion of island talent construction and hinder the island industry from developing with high quality and rapid speed.This thesis focuses on studying talent construction in Changhai county.Based on the discussion and insight about talents at all times and in all over the world,it analyzes the background and significance of island talents construction at the present stage.In-depth research has been done in Changhai county by visiting some relevant bureaus,such as talent management,human resources and civil affairs,education,medical,some typical enterprises and public institutions etc.Besides,questionnaire survey has been adopted in order to realize and grasp the talent construction and dynamic in Changhai county.On this basis,by making data analysis and research on the situation,it grasps island talents construction situation and analyzes the existing problems and the causes.In order to remove the factors restricting island talents construction and find the right methods to develop with rapid speed and high quality,this thesis puts forward some suggestions from perspective of hard power and soft environment after studying related literature,empirical materials and advanced methods in similar area.
