Higher vocational education is an important part of the modern higher education system in our country.In China,it is a high-level education type in modern vocational education system.Along with the subject-based regular higher education,higher vocational education holds an important position of cultivating talents for social economy and social developing.In recent years,China’s higher vocational education has developed rapidly,and its enrollment mode has also changed,from the participation of the College Entrance Examination to autonomous enrollment,which is an new admission form.It aims to change the former enrollment mode of basing on basic theoretical knowledge as the main point of examination,and prominent the features of diversified selection in higher vocational education.From the national point of view,this enrollment mode is conducive to the perfection of the higher vocational education system and can optimize the talents training mode in higher vocational education.From the point of view of students,it is beneficial for different sources of students can enter higher vocational colleges of high quality.From the point of view of higher vocational colleges,they can enroll and cultivate skilled talents according to their own characteristics.In 2007,our country formally carry out the autonomous enrollment pilot program,the number of enrollment colleges and students expands year by year.The first higher vocational colleges autonomous enrollment work in Inner Mongolia Autonomous region was carried out in 2011.At that time,only two National Demonstrative Higher Vocational Colleges in Inner Mongolia had enrollment qualifications,and another two National Mainstay Polytechnic Colleges were added in 2012.By the beginning of 2018,Inner Mongolia Autonomous region has fully liberalized the autonomous enrollment policy;all the public and private vocational colleges have enrollment qualifications.Until now,it has been seven years since the autonomous enrollment pilot work was carried out in our region,and some results have been achieved during this period.However,due to the influence of various factors,it has not reached the ideal effect,and there are still many problems.For example,there isn’t a scientific selection standard,the contents and methods of the entrance test are not scientific,it lacks the third party supervision mechanism,the following training program is not perfect,and so forth.The main reasons for these problems are as follows: the social identity of the autonomous enrollment is relatively low,the total number of students in the college entrance examination is sharply reduced,the admission line of undergraduate colleges and universities is lower,the higher vocational colleges are still not strong enough,and the advertising are not effective and so on.Based on the above reasons,the author collected relevant information,interviewed four directors of the Admission Office,The paper also puts forward some countermeasures and suggestions to improve the autonomous enrollment work of higher vocational colleges in China.For instance,the relative policies should be further perfected,pay attention to the connotation development of vocational colleges,improve the supervision system of autonomous enrollment,enhance the effectiveness of publicity work,establish an admission union,establish relevant management system,and so forth.This paper is divided into five parts.In the first part,the background and significance of the research are expounded.The second part analyzes the policies of autonomous enrollment in higher vocational colleges,traces the origin of autonomous enrollment.The third part reviews the development course of autonomous enrollment in Inner Mongolia higher vocational colleges,and puts forward the problems.The fourth part analyzes the causes of these problems.Finally,some suggestions and countermeasures are presented.
