The essence of the balanced development of education is the balanced allocation of educational resources.The core of the balanced allocation of educational resources is the balanced allocation of teachers,and the balance of teachers in the balanced allocation of teachers is the balanced allocation of teachers in rural basic education.The balanced allocation of compulsory education teachers is an inevitable requirement of educational equity and an inevitable way to achieve compulsory education equity.As the balanced development of compulsory education is promoted,the unbalanced allocation of teachers still exists,which restricts the overall promotion of balanced development of compulsory education,which not only affects educational equity,but also affects social equity.In recent years,the state and government have issued a series of policies and regulations to promote the balanced development of compulsory education,increasing the financial resources for schools in rural areas and schools in remote areas,and the gap between the hardware and facilities of compulsory education schools in urban and rural areas has been narrowing,but the problem of teacher imbalance has become a system.The bottleneck of the development of rural schools.With the acceleration of urbanization,this problem seems to be more complex and severe.The unbalanced allocation of teachers in rural schools has become a key factor affecting the improvement of education quality and the promotion of educational equity in China.The problem of unbalanced allocation of teachers in rural areas is mainly related to the key stakeholders.This article is composed of five parts.The first part is introduction,research background,research significance,literature review,research ideas and methods,paper framework,and the main innovation and deficiency of the paper.The second part defines the basic concept of the balanced allocation of teachers in rural schools,and the three theoretical foundations involved.The third part is to study the current situation and problems of the balanced allocation of teachers in rural schools in Songjiang District.First of all,the course of the development of China’s compulsory education teacher allocation policy is made.Secondly,the current situation analysis of the current rural teachers’ supplementary policy,the rural teacher support policy,the rural teacher evaluation and employment policy and the rural teacher training policy is carried out to analyze the situation of the policy environment in Songjiang District.Again,the number,quality and conclusion of the teachers in rural schools in Songjiang District are given.Three aspects are used to analyze the data and finally find out the current situation of the balanced allocation of teachers in rural schools in Songjiang District.The fourth part analyzes the reasons for the balanced allocation of teachers in rural schools from the government level,school level and teachers level in Songjiang District.The fifth part is to put forward some corresponding countermeasures and suggestions for the fourth part,from the improvement of teachers’ qualifications and standards,the construction of system,the perfect on-the-job training system,the establishment of a scientific and rational two-way communication system between urban and rural areas,the guidance of public opinion,the enhancement of the occupational attraction of rural teachers and the establishment of a perfect fund guarantee mechanism,five To fully play the leading role of the government,and to fully reflect the role of school management in three aspects: creating a good working environment,improving leadership of the schoolleadership,and the rational distribution of performance and wages.Through the research and Research on the present situation of teachers’ allocation in Puan 7 schools in Songjiang District,Shanghai,this paper analyzes the causes and effects of the imbalance of teachers’ allocation,and proposes to further improve the level of balanced allocation of teachers in compulsory education in rural areas by combining the practice of compulsory education in Songjiang District.The development and sustainable development provide a strong guarantee for the government to provide reasonable suggestions for promoting the balanced development of compulsory education teachers in urban and rural areas and promoting the balanced development of compulsory education in the region.
