Education is an important means to realize the great rejuvenation of the Chinese nation.As a major agricultural country,the development of rural compulsory education is related to the development of the whole education in china.However,the unbalanced compulsory education is a big problem.The imbalance caused a significant gap in the admission opportunity,education process and education results between urban and rural areas,which attracted many excellent students coming to the cities from the rural areas,making city school classes large,parents choosing excellent schools.In contrast,rural performance in small classes,poor students and poor education quality.Good teachers are more likely to flow into good schools,those who have good platforms and good students,which leads to the Matthew effect among teachers,schools and students.Teachers are the core factors that affect education's operation and development.The balanced development of teacher resources is an important guarantee for all students to accept the equal rights of education and realize the fairness of education.During the compulsory education,teacher is not only the dominant power,but also the guide.Therefore,the gap between teachers is the main reason for the compulsory education gap.This paper is based on the related theories of public management,taking the literature research,interviews,questionnaire investigation,comparative analysis and other research methods to study the actual situation of FuShun county,analyzing the unbalanced problems and reasons,advancing countermeasures and suggestions.The research shows that the problem of teachers' allocation in Fushun county is: the shortage of teachers in urban and rural areas and the structural imbalance;the aging of rural teachers is outstanding;there is an implicit gap between urban and rural teachers' treatment;the flow of teacher resources between urban and rural areas is unreasonable.On the basis of the analyses above,the author put forward the countermeasure of "moving upward" from the rural to solve the problem of urban and rural teachers' equilibrium configuration: optimization of the dual structure,promote integrative development between urban and rural areas;improve the treatment of rural teachers and establish a guarantee mechanism for the treatment of rural teachers;explore the system of teachers' personnel mechanism and establish a reasonable and effective supplementary mechanism for rural teachers;Try new media technology to realize teachers,education results sharing.
