| Because there has been great imbalance between cities and villages and between regions in the development of economy,society and culture,what’s more,a large quantity of population has flocked into the city since the reform and open-up policy,the children of the workers who migrate to and work in the city are not guaranteed good education.After the central government first proposed the policy of “two Majors” in 2001,every local government paid much attention to it and publicized relevant policies one after another.But the nation did not appropriate special fund accordingly or make compensation for education fees to the region which the children surge into.The reality that we are short of public education resources forces the local government to intentionally set a threshold for the students who don’t belong to the region and have to attend school there,while at the same time,the number of students who come to the region with their parents increases so rapidly year by year that to some extent it is difficult to carry out the policies and laws and regulations.In fact,there exists a great difference between ordinary public schools and the schools which are run for the children in school conditions and quality.The government should provide equal compulsory education as a public product based on the principles of equal basic education public service.By sorting out the development course of the school where the students whomove to the S district of shanghai city with their parents study and the evolution of the policies,the passage analyzed the causes and harmfulness in views of various problems appearing in the course of school development,stressing that the government of the place of influx should take the responsibility of the development of the school where the children of migrant workers study.By comparing research findings at home and abroad,the article analyzed advanced practice of other countries and pointed out that domestic relevant documents mainly focused on dealing with value rationality or an actual problem that the school where the children of migrant workers study encountered,and however,paid little attention to the overall development of the school.By surveying and interviewing 5 sample schools and combining relevant data from 19 such primary schools in S district of Shanghai city,analyzing and comparing various index and data of public primary schools and those of the schools which are started for the children of migrant workers,we found out the problems appearing in the school development,such as discrimination in recruiting new students and attending higher schools,inadequate basic facilities,insufficient government fund especially fund for personnel,lack and weakness of teaching staff,teaching and management remaining to be improved,and henceforth put forward the strategies and methods that contribute to the development of such schools which include increasing financial funding of the central government for such schools and the supply of compulsory education resources,enhancing teaching faculty building,advancing running schools in school district and group unit,integrating regional education resources in order to achieve the goal of promoting connotative development of such schools and equal development of public and private schools in this region.As a result,we hold the opinion that in the course of rapid urbanization,we need a series of policy support behind the surge of a large number of people into the city,the development of such schools reflect not only the demand of family development and social stability but also that of citizens’ education right.the government should make close response to their demand and solve the problems of equal education properly from the design of the education and the implement ofpolicies and should provide support for the school development,helping the children of migrant workers to enjoy equal education in the place of influx,enabling all the citizens to benefit from it and realizing real equal education. |
