Research On The Implementation Effect Evaluation Of Employment Promotion Policies For Unemployed College Graduates In Shaanxi Province

At present,China' economy is in the painful phase for the transformation of old and new kinetic energy,intensified structural adjustment,and accelerated technological transformation.Uncertainties of economy and instability in the labor market have increased,and the risk of unemployment among laborers has also increased.In particular,the employment pressure of unemployed college graduates has continue to be high position,which become the difficulty employment groups gradually.To help this special group achieve smooth employment,the national and local governments at all levels have successively introduced a series of policies to promote the employment of unemployed college graduates.But with the downward pressure on the economy,the stocks and increments of employment graduates continuous increase,whether this policy has achieved its policy objectives in the actual implementation process,whether it has played a role in reducing unemployment and promoting employment.It needs an objective and scientific evaluation to judge the implementation effects.This paper uses qualitative and quantitative analysis methods to evaluate the implementation effect of employment promotion policies for unemployed college graduates in Shaanxi Province.Firstly,through the review of policy documents and combine theory of policy types,the thesis is divided the employment promotion policies for unemployed college graduates in Shaanxi Province into three types: strategic,market-based and protective employment promotion policies,respectively.And then,onthe basis of summarizing relevant studies of domestic and foreign scholars,combined with public policy evaluation theory and public participation satisfaction theory.An evaluation index system for the implementation of employment promotion policies from unemployed college graduates has been established in terms of policy effectiveness,policy efficiency and policy response.And a matter-element analysis evaluation model has been constructed to evaluate the implementation effect of employment promotion policies for unemployed college graduates in Shaanxi Province.The study found that:(1)The overall evaluation rating present of the employment promotion policy for unemployed college graduates in Shaanxi Province present “good”.In terms of sub-items,the evaluation grade of policy effectiveness show “good”,the evaluation grade of policy efficiency is “good”,and the evaluation grade of policy response indicate “middle”.(2)The number of policy enjoyment and promote employment compared to the predetermined policy,which exceeded the implementation of the goal,and the implementation of its policies has achieved optimistic performance.Compared with the total number of unemployed college graduates who have registered for real-name,the implementation of the policy hardly to be satisfied.(3)The government finance has provided the special employment funds to promote their employment rate,but due to the policy coverage rate,graduates' employment rate,and employment quality are not high,the employment promotion effect of policies is not obvious.(4)The employment public service departments are the employment promotion policies for unemployed college graduates have been publicized.However,due to a single policy advocacy approach,the interpretation of specific provisions of the policy is not enough,which makes the policy audience be less aware of the specific provisions of the policy.The contribution of the dissertation lies in:(1)This paper constructs an evaluation index system for the implementation of employment promotion policies for unemployed colleges graduates in Shaanxi Province from the aspects of policy effectiveness,policy efficiency,and policy response,and it is innovative in the evaluation dimension.(2)The paper uses the matter-element analysis method to construct the evaluation model to evaluate the implementation effect of the unemployed college graduates employment promotion policy in Shaanxi Province,which has made innovations in the application ofresearch methods.
