With the development of internationalization of higher education,it has become an important goal for institutions of higher learning to participate in international competition to cultivate talents suitable for global competence.With the expansion of enrollment in colleges and universities,the number and scale of graduate students are also expanding,and the quality problem of graduate education is becoming more and more obvious.International courses for master's degree students are a key link for the country to cultivate innovative talents suitable for international competition.Therefore,the research on the construction and policy implementation of postgraduate internationalization courses can provide a basic understanding of postgraduate internationalization courses to a certain extent,and at the same time provide some reference for the implementation of internationalization courses in institutions of higher learning.Based on the previous understanding of international courses,this study adopts qualitative research methods,and selects 2 teachers from graduate school of h university,9 international teaching teachers from a college and 4 international students from 2016 college as research objects.Based on the analysis of the policy background,this paper mainly analyzes and studies the policy text from three aspects: personnel training objectives,curriculum construction forms and implementation modes,and summarizes the characteristics.Then,referring to the policy implementation process theories of American scholars van metre and van horn,the paper analyzes the implementation process of international curriculum policy,mainly from five aspects:the cognition of policy objectives and standards,the allocation of resources and incentives,the communication and implementation activities between the implementation subjects,the response of the implementers and the implementation environment.On the basis of strengthening teachers' and students' awareness and ability of internationalization,the implementation of internationalized curriculum also has someproblems,such as vague cognition of policy objectives and standards of internationalized curriculum,unreasonable allocation of resources,mere formality of incentive measures,lack of communication between implementing subjects and imperfect system and mechanism in the process of implementation.Based on this,the study puts forward relevant improvement suggestions,namely,clarifying the objectives and standards of internationalized courses,enriching the types of internationalized courses,cultivating internationalized teaching staff,reforming the implementation mode,formulating internationalized curriculum policies at the national level,strengthening good communication and interaction among the implementing subjects,and improving the institutional mechanisms in the implementation process.
