The pursuit of economic development in China has shifted from the stage of high-speed growth to the stage of high-quality development.We should change the mode of development,optimize the economic structure and change the driving force of growth.Therefore,scientific and technological innovation has become the decisive force of urban economic development,and the source of scientific and technological innovation lies in talents.The report of the Nineteenth National Congress clearly put forward the idea of "implementing a more active,opening and effective talent policy".In order to support the large-scale and high-quality talent team needed by economic development and construction,a series of policies have been issued at the national and regional levels on talent team construction.From the Eleventh Five-Year Plan to the Thirteenth Five-Year Plan period,Baotou formulated and implemented a series of personnel policies to train and cultivate large-scale,optimized structure,rational layout and excellent quality personnel to serve regional economic and social development.The evaluation of policy effectiveness is a feedback evaluation of policy implementation,which helps to guide policy formulation and implementation.In the past ten years,there has been no evaluation of the implementation effect of the talent policy in Baotou.Therefore,this paper will take Baotou City as an example to evaluate the talent policy implemented in recent ten years,and provide theoretical and practical guidance for the formulation and implementation of future talent attraction policy in Baotou.Baotou is an important basic industrial base in China and a global center of light rare earth industry,a manufacturing and industrial center in Inner Mongolia,a central city of Hubao-Yin Economic Belt and Hubao-Er Urban Agglomeration.From 2006 to 2017,under the guidance of the national and autonomous region talent policy,a series of regional talent policies were issued.This paper collects and collates 52 personnel policies issued by Baotou Municipal Committee,Municipal People's Government,directly affiliated organizations at Baotou Municipal level and Baotou Rare Earth High-tech Industrial Development Zone.Firstly,this paper uses the comprehensive method of policy text analysis to sort out and analyze the talent policy of Baotou from four aspects: the number of articles issued by the talent policy,the type of articles,the object of use and the content classification.Secondly,under the guidance of the theory of policy evaluation,this paper will combine with the content analysis of talent policy text and the main talent development evaluation indicators determined in the ?National Outline of Long-term Talent Development Planning(2010-2020)? to establish the evaluation indicators of talent policy effect in Baotou City.Later,in order to avoid the deviation caused by subjective factors and the lack of objective empowerment,there is a lack of horizontal comparison among the indicators.This paper will use subjective and objective weighting method to assign weight to selected indicators.This paper will use the comprehensive index method to analyze the data collected by each indicator.Then the coupling of the two systems is analyzed to evaluate the relationship between government talent policy and enterprise development,so as to comprehensively evaluate the role of government talent policy in enterprise development.Finally,this paper will combine the text content of Baotou City's talent policy,the implementation effect of Baotou City's talent policy,the level of enterprise development and the analysis of the results of the coupling between the two,and put forward optimization suggestions for Baotou City's talent policy to provide greater attraction for enterprise talent development.
