| China is one of the world’s most severe brain drain countries,facing a huge loss of high-level overseas talents.How to attract and retain talents is a major strategic issue of China’s social development.Based on the individual situation of creative and long-term talents and Thousand Youth Talents in "C9" Universities,this dissertation evaluates the high-level overseas talents program of our country and then further improves high-level overseas talents program,which is of great significance to attract and retain more high-level overseas talents.Using Curriculum Vitae as research method and taking " C9 "universities’ creative and long-term talents(the first ten batches)and Thousand Youth Talents(the first three batches)as an example,this dissertation establishes evaluation indicators from four aspects,they are scientific research achievements,student-supervision,research team building and community service.In order to evaluate the implementation effect of the "Thousand Talents Plan",this dissertation explores the present situation of the talents from all aspects.At the same time,this dissertation interviews related personnels of the personnel department,creative and long-term talents and Thousand Youth Talents in "C9" Universities,evaluating the implementation effect of the "Thousand Talents Plan" from multiple perspectives.The selected talents of the "Thousand Talents Plan" exert themselves to scientific research,student-supervision and community service,andhave made many research achievements,which promotes the development of university,discipline and talent team.The academic influence of them has been increasingly grown,and they have played a proper role.In general,the criteria of the selection of the talents are consistent in the last rounds and the plan has been performed stably.However,there still exists some defects,first,some of the high-level talent are actually not full-time return to work in China,second,compared with foreign countries,there are some gaps between academic atmosphere and the research environment,third,the existing high-level talent programme and social system is not matching.In order to improve the implementation of the "Thousand Talents Plan",this study gives some policy advices as follows : Implementing the policy in a stable approach to attract more and more high-level overseas talents to come back to China,improving the target-oriented policy of attracting the talents and forming a reasonable concept of attracting talents,based on reality,promoting domestic high-level training,enhancing the soft environment of talent development,further improving the supporting policies. |
