With the advent of the21st century, the transnational “Talent War” is growingincreasingly fierce. Developed countries like the US are undergoing “Brain Drain” due to theinternational situation and financial crisis, whereas emerging countries are enjoying “BrainGain” as their conditions have improved. In order to import high-level research manpowerfrom abroad, China carried out the “The Plan of Introducing Talents for Discipline Innovationin Universities” in2006, and some achievements have been made.The university’s talent introduction policy is critical to the government’s public policymaking, as well as to the practice itself. Introducing foreign talents vigorously, innovatingresearch directions, areas and ideas, and constantly improving the quality of students, areimportant measures to the development of research universities. Therefore, undertaking anin-depth study on talent introduction policy in universities and making timely adjustmentsaccording to new international situation have significant meaning to universities’ disciplineconstruction and talent cultivation in China.Taking “The Plan of Introducing Talents for Discipline Innovation in Universities” as acarrier, this thesis studies the policy issues of Talent Introduction at universities. Throughanalyzing the progress of introducing talents and applying the basic principle of public policy,this article conducts a comprehensive study on “The Plan” from the policy background, policyformulation, policy implementation, policy adoption, policy evaluation and policy adjustmentand other aspects. In addition, this thesis probes into the practices of introducing talents in theUnited States of America and Japan, and summarizes their success for our reference. That is:openness in mind and to learn from the advanced civilization; to rule by law and maintainacademic neutrality; to keep positions open and encourage talents flow; to build internationaltalent pool and undertake high-level headhunting; to combine government regulation withmarket mechanism and encourage innovation; to send out personnel and institutions. Throughthe analysis of the effectiveness of these policies, the author sums up existing problems, andattempts to forward suggestions to perfect the policies.
