In today’s economy driven by innovation and science and technology,human resources are the most important factor affecting the success of economic transformation,the first resource,and the core resource for scientific and technological innovation,industrial upgrading and economic development of cities.The competition of future urban development must be based on the competition of talents.The decisive role of human resources in the economic and social development of various regions has been increasingly valued by local governments.In order to meet this opportunity and challenge,various localities have also introduced their own talent introduction policies according to the new development situation,providing various incentives to attract talents and realizing the purpose of talent introduction.Based on Smith’s policy implementation theory,this paper takes Tianjin "Haihe Talent Action Plan",a talent introduction policy officially launched by the Tianjin Municipal Government on May 6,2018,as the research object,selects the implementation of the "Haihe Talent Action Plan" in B District of Tianjin,a key area,to analyze and study the implementation of the policy by using expert survey,questionnaire survey and relevant theories.Based on the analysis of the current situation of the implementation of the "Haihe Talent Action Plan" policy in Tianjin District B,the existing deviation problems were found,and the policy implementation indicator system of the "Haihe Talent Action Plan" policy in Tianjin District B was constructed,and the indicator system and its factors were comprehensively evaluated based on regression analysis and analytic hierarchy process to explore the influencing factors of the deviation.Finally,according to the analysis and research results and the enlightenment of the implementation experience of talent introduction policies in some domestic cities,the paper puts forward countermeasures and suggestions for the implementation of the "Haihe Talent Action Plan" policy in Tianjin.Through analysis,it is found that the current policy implementation has problems such as lack of scientificity in policy formulation,weakening in the executive power of the executive body,obstacles in the target group,and the environment for talent development to be improved.Through analysis of the reasons.it is found that the factors of the policy itself,the executive body,the target group,and the environment have a positive linear relationship with the recognition of the policy implementation deviation of the "Haihe Talent Action Plan" in District B of Tianjin,Moreover,the overall score of the deviation degree in the implementation of the "Haihe Talent Action Plan" policy is relatively serious.Therefore,based on the above factors,this paper proposes corrective suggestions to reduce policy homogenization,improve the feedback mechanism enhance the executive power of the executive body,increase multi-channel publicity,improve the sense of identity and optimize the implementation environment. |
