With the development of economy and society,all field of society are facing new opportunities and challenges during the social transferring period.Dealing well with the employee relationship and satisfying the reasonable demands of the employees is to meet the people's growing need.In our country,the traditional Labor Unions emphasizes the employee welfare,the employee rights protection function is insufficient and the enterprise employee relationship to be developed.Professional Social Work helps supplement and improve the role of Labor Unions,help mediate the relationship between enterprises and employees,and promote harmonious labor relations.Social Working Agencies are similar to Labor Unions in service object,service goal and service items.Both serve and solve the problems of employees,but their service advantages have not yet been complementary to each other,the overall service level of employees is low.It is of great significance to explore the mutual promotion and development between Social Working Agencies and Labor Unions,and realize the mutual introduction and combination of their respective advantages,whether to promote their own development or to improve the overall service level of employees.F Taiwan-funded enterprises established their Labor Union in 2007,and its work content and operation method are fairly representative.This thesis uses the Interview method and the Observational Survey method,taked F Labor Union and the Social Working Agency as the research object.Firstly,analyzed the F employees demand situation,then analyzed regarding implementation of employee needs for the Social Working Agency and the F Labor Union.Secondly,using three dimensions of service focus object and contents,service methods,service effectiveness to contrast employee services between F Labor Union and Social Working Agency.Thirdly,analyzed the reason of comparative differences.Finally,come to the conclusion and suggestion.This paper finds that in view of service focus object and contents,F Labor Union serve enterprises,enterprise managers and employees,its amount of routine work is actual enterprise social work,with a wide range of services,capable of "horizontal to the edge",but not deep enough to do "vertical to the end";The Social Working Agency focus on the empowerment of vulnerable employees to achieve differentiation and refinement.In view of service methods,F Labor Union is a traditional non-professional method,while the Social Working Agency is a professional technique.In view of service effectiveness,the overall index of F Labor Union is significant,which are the main body of employee service.The Social Working Agency achieves the highly evaluation in the specific vulnerable groups,which are complementary to employee services.Labor Union as the main body of employee service in the enterprise,dominates the whole enterprise employee service and is the traditional helper.The Social Working Agencies as an important supplement to employee services in enterprises,are professional helpers.Both of their services complement each other.Based on this conclusion,four Suggestions are put forward: First,to enhance the professional value of social workers in the cooperation of enterprise Labor Unions;Second,to realize the introduction of social workers' services by enterprise labor unions;Third,to improve the management and operation level of social workers' organizations in the cooperation of Labor Unions;Fourth,to realize the supplement of social workers' service functions by labor unions.
