The Present Situation And The Way To Development Of The Social Working Organizations To Participate In Community Construction

Since the Third Plenary Session of the18th Central Committee of theCommunist Party of China, the government tries to build a new social managementconstruction by changing its powers, returning some powers to the society,enlarging the range of the society’s independence, and improving the consciousnessof the society’s body. The organization is the main body of the society, but because ofthe the influences of traditional managements, Chinese social organizations are notdeveloping well, mainly as follows: the number of the social organizations,the scale,the fields, and the services are not high. At the same time, the residences have noenthusiasm to take part in building the construction and governing of the community.The constructions of the social community are mainly charged by the lowgovernments, and new social management forms are not fully applied. In this process,the constructions of the social community have many aspects to be improved, ofwhich the social working institutes should take part in the building.In recent years, professional social working institutions developed quickly withthe development of the social work study, especially in Guangzhou and Shenzhen, ithas formed its unique modes. In north area,Beijing is the example. Because of itsspecial administrative place, Beijing has its own advantages and faces someformidable problems in short time as well. Social working institutions should beimproved in the process of receiving the government’s services.In this paper, the writer will describe the processes and environment of thechina’s social working by studying Y social working institution in Beijing. The writeranalyzes the necessity of social working institutions taking part in building the new type social community construction, introduces the modes and the process of theprevious social working institutions taking part in the constructions, states twodifficult situations in this process, and at last,the writer puts forward his own solutionsabout the above-mentioned problems.
