As a public organization and a non-profit organization, social work agencies arerise gradually in China. Under the guidance of the national policy, government’sproper decentralization and institutions of the market operation pattern has becometypical. Over the years, the social work service agencies in Guangzhou haveexperienced a process from quasi-public institutions government-led to mode ofagency operations to be purchased by the government, which services have been moreprofessional and independent. At present, the operation of the social work agencieshave shown a certain regularity. As one of the frontier cities of the social workdevelopment, the operation of social work agencies in Guangzhou will be theexemplification of new institutions, as well as the social work development in othercities.Therefore, to explore the social policy system and mode of social workagency-building on the based of the existing institutions, detection of problems, solveproblems, not only can promote the sustainable development of existing social workagencies, find a way for the social work agencies localization, but lay a solidfoundation for the subsequent development of the social work agencies to providepractical reference.This paper selects the Guangzhou City X social work agency forthe study to describe the organization of the agency, the service situation, mode ofoperation and so on. Regarding social work administration as guideline to state anumber of disadvantages in the course of agency operation, including: confusionabout duties and responsibilities between the agency and the project, lack ofmanagerial experience, personnel training system is not perfect, slighting efficiencyand performance assessment system is not perfect.The same time, from theperspective of the basic principles of social work administration, put forwardsuggestions on both the organizations and personnel in order to promote the benigndevelopment of the social work agencies, including: improved management approach,strengthen the democratic orientation, and improve the organizational rules andstructure, increase the importance of human resources, the establishment of acomplete training system.This paper emphasizes the guiding role of the values ofsocial work administration to administration, on the fundamental value of the workrequired angle to analyze the internal interaction and development of social workagencies, providing certain reference for the similar institutions.
