Innovation and entrepreneurship are the driving force behind the cultivation of emerging industries and the development of new economy,which has spawned a round of industrial and technological revolution.In order to stimulate university students' passion for innovation and entrepreneurship,and to guide university students to carry out innovative and entrepreneurial activities actively and efficiently,China has issued a series of innovation and entrepreneurship policies for university students since 1999.Under the background of “mass entrepreneurship and innovation”,more and more university students have participated in innovation and entrepreneurship activities and become a new force for innovation and entrepreneurship.In the past,many scholars have carried out a lot of research on university students' innovation and entrepreneurship policies and made great progress,but there are still some shortcomings.First,the lack of quantitative research on policies makes it difficult to accurately grasp the inherent characteristics of university students' innovation and entrepreneurship policies.Second,previous studies lack synergistic analysis of policies.Only by comprehensively coordinating various elements can we promote university students to carry out innovation and entrepreneurial activities more effectively.In view of this,this paper collects the policy texts of the national and Henan university students' innovation and entrepreneurship from 1999 to 2017.Based on the in-depth analysis of the policy texts,this paper collaborates on the innovation and entrepreneurship policies of Chinese university students from the three dimensions of time,horizontal and vertical.Evaluation.Firstly,based on the continuity of policy,this paper analyzes the evolution of China's university students' innovation and entrepreneurship policy,and based on the synergistic quantification of policy instruments,policy effectiveness,policy objectives and policy measures,it conducts a time-dimensional collaborative evaluation of Chinese university students' innovation and entrepreneurship policies.Based on the cross-cutting and complementarity ofpolicies,we have conducted a horizontal collaborative evaluation of the innovation and entrepreneurship policies of Chinese university students from the aspects of the use of policy tools,the cooperation of policy subjects,and the synergy and intensity of policy subjects.Again,based on the consistency of policies,from the policy content The structure,objectives,and focus points are used to compare and analyze the innovation and entrepreneurship policies of university students in Henan and Henan provinces,and then carry out vertical synergy evaluation of the innovation and entrepreneurship policies of university students in China.Finally,the corresponding countermeasures and suggestions are put forward for the research conclusions,which will provide reference for the improvement and introduction of the future innovation and entrepreneurship policies of college students,and help the construction of innovative countries.
