Since the founding of the People's Republic of China,the issue of academic burden on students from compulsory education has been concerned by the society.In order to reduce the schoolwork burden of primary and junior middle school students and promote their all-round development,the state and local government has introduced a large number of relevant policies.On the basis of the data reflecting students' burden,the thesis is going to study the implementation effect of the Burden Reduction Policy on students from primary and junior middle schools in Nanning.With the combination of facts and values,this paper analyzes the weaknesses of the effects of policy implementation and the reasons from viewpoints of policy itself,policy implementer,policy stakeholders as well as the environment for policy execution respectively.Finally,some corresponding suggestions for the improvement on the implementation effect of Burden Reduction Policy of compulsory education students are provided.This paper adopts the methods of literature research,questionnaire survey,interview survey and mathematical statistics for analysis.It is found through the investigation that some positive goals have been achieved in Nanning city attributing to the Burden Reduction Policy on students from primary and junior middle schools.First,a system of open enrollment to next stage study for primary education level students has been improved.Second,students' study time at school has been shortened.Third,student's homework has been arranged in diversified ways.Next,Students'evaluation focuses more on their various abilities,not only on academic scores.Besides,schools provide a variety of community activities and Sunshine Sports has been implemented more comprehensively.Lastly,after-school training institutions for primary and secondary school have been better regulated.However,there are still some problems we need to solve.The amount and contents for students' homework need adjusted.Next,there is an urgent need to strengthen the reform of examination system.Moreover,mutual communication between schools and families needs improved.Additionally,moral education,physical education as well as art lesson are sometimes taken up by other courses.At last,we must pay attention to the burden caused by outside school training centers although some inside-school burden has been relieved.This paper analyzes the elements restricting the implementation of the Burden Reduction Policy for compulsory education in Nanning city,the policy itself,supporting mechanisms,schools,parents and the policy implementation environment.Proposals to improve the policy effects are provided according to the reality.To begin with,the government's function has to be strengthened in order to fully play the leading role.Then,the relevant mechanism to support policy implementation has to be improved so as to provide a more positive role in policy support.At last,the supply of public services at schools needs to be provided in a higher standard and the evaluation system of teachers and students has to be improved.
