In recent years,with the establishment of the importance of early learning and early experience from the perspective of neuroscience,the early education of children aged 0-3 years has attracted worldwide attention.In recent years,the Chinese government has gradually begun to attach importance to the early education of children aged 0-3.In May 2010,the State Council deliberated and adopted the outline of the National medium and long-term Education Reform and Development Program(2010-2020),which clearly requires: "pay attention to the education of children aged 0-3 years".This means that the country has formally included 0-3-year-old infant education in the medium-and long-term education reform and development plan.As one of the most developed cities and regions in China,Shanghai attaches great importance to the development of early education and began to study early.On April 28,2018,Shanghai took the lead in issuing the "1+2",Including the guidance on promoting and strengthening the care and education service for children under 3 years of age in this city,the Provisional measures of Shanghai Municipality on the Management of child care institutions for Children under 3 years of age,and the Standards for setting up child care institutions for Children under 3 years of age in Shanghai(trial).To provide standards for the construction of child-care institutions,to establish a sound institutional mechanism for the management of care services,and to ensure the quality of child-care services.nursery employees are the key factors influencing the implementation and Development of 0-3 years Infant Education.Training employees of 0-3 years old nursing institutions is the basic work of carrying out child-care education for 0-3-yearold children.Training a sufficient number of qualified employees is the core problem that need to be solved in the process of the development of 0-3 years old infant education.At present,the research on the current situation of the personnel in 0-3 years old nursery institutions in our country is not enough,and there is little research on the training of 0-3 years old nursery education employees.By means of literature research,paper investigation and interview,the author will investigate and study the present situation of 0-3 years old nursery institutions and employees in Xuhui District,Shanghai.To know the present situation of 0-3 years old nursery institutions and employees in Xuhui District.This paper analyzes the advantages and problems of 0-3 years nursery institutions and employees in Xuhui District,Shanghai,and puts forward some countermeasures to solve the problems.It can be transformed into the concept of nursery education and serve for the improvement of the early upbringing ability of employees and parents,so as to make some contribution to the promotion of 3-year-old child-care education.
