The Research On The Optimization Of Policies Of Sports Industry In Xi'an

With the innovation of national sport industry and national fitness,a series of sports industry policies are issued successively.Based on an insecure foundation of our sports industry,the scientificity and practicability of those policies will play a key role in the development of sports industry.Meanwhile,the municipal sports industry policies,as a tool in the implement level,are getting more and more attentions.Through the methods of literature consultation,specialist interview,investigating method,this paper uses the industrial policy theory and policy externalities theory,taking the Xi'an sports industry policies as an example,combining the current situations of the Xi'an sports agencies and companies,analyzing its opportunities and issues.Then focus on the relations of government,other related sports agencies,and sports companies,analyzing the current situation,the generation and implement mechanism,in order to further explore the external effects of Xi'an sports industry policies.Then find out the restriction factors and put forward the optimization strategy.The main conclusions are as follows:First,analyzed the macroenvironment of the national sports industry policies.At present,the main sports industry policy in our country is environmental policies,but due to lack of supporting policies,the structure of the national industry policies is still far from perfect,generally it's in the improving stage.And the construction of Xi'an sports industry is dominated by the municipal policies,combined with the provincial policies.The actual result is limited by the economic condition of different regions,and it still has a long way to go compared with eastern cities.Second,there are both positive and negative aspects of the Xi'an sports industry policies.The main positive impacts are as follows: promoting the advance of related industries,remodeling the brand image of this city,forcing the reformation of the administrative system.Themain negative impacts are as follows: those policies are lack of efficiency,so that the effects are not so well,the form of supporting policies are simple and unstable,many small companies cannot really gain the profits.Third,focus on the constructure and mechanism of the Xi'an sports industry policies,found out that the main restriction factors are as follows: the restricted channel of information access,immature stakeholders' system,the absence of broadcasting and monitoring mechanism,and incompetent local enterprises.With the improving of the national sports industry policies,Xi'an sports industry policies have to combine with their own advantages and the practical issues,make breakthrough on the key links.And initiate all the related-interests groups,make sure the policies are practical and effective.
