From the early days of the founding of the People's Republic of China to the beginning of the 21 st century,in order to enhance the physique of the student groups,the state has successively introduced a series of standards for the management of students' physical health around how to strengthen the physical health of students.The introduction of relevant standards has improved the poor quality of the student groups to some extent.The situation.However,the 2015 National Physique Health Monitoring Report pointed out that the physical health of primary and secondary school students has slowed down after 25 consecutive years of decline,while the physical health of high school students and college students is still declining.The rate of myopia and vision is still decreasing.Upgrade.In other words,there is no data or research showing that the level of physical and mental health of Chinese youth groups has improved significantly.In view of this,this paper uses a variety of research methods such as literature,questionnaires and field trips.Based on the perspective of stakeholders,the stakeholders in the implementation of the National Student Physical Health Standards(referred to as "Standards")are classified(mainly for the national sports department,local educational institutions,ordinary universities,teachers,parents of students).And combined with the analysis of the implementation status of 14 universities in Hunan Province,the analysis of the conflicts of interest of stakeholders in the implementation of the Standards.In order to better enhance the physique health of college students and promote the reform and practice of physical education in colleges and universities,it provides a useful reference.Through the research of this paper,we draw the following conclusions: 1.The implementation of the "Standards Implementation Measures" in ordinary colleges and universities in Hunan Province is generally implemented,and some colleges and universities have not implemented in accordance with the "Standards".2.The effectiveness of the implementation of the "Standards" work in the vast majority of ordinary higher education institutions in Hunan Province remains at the level of "completed reporting tasks",but does not pay attention to the follow-up development and application of the "standard" test data and results.3.Classification of stakeholders in the implementation of Standards: Stakeholders of executive entities are divided into national sports departments,local educational institutions,general universities,and teachers;stakeholders of executive objects are divided into students and parents.4.The study uses stakeholder theory to analyze the reasons behind the problem.The main problem lies in the contradiction between the execution subject and the maximization of the interests of the execution object.The students' high requirements for the Standard and the evaluation results of the school's physical fitness test results.The contradiction between the first.As well as the school's pressure to complete the physical testing tasks forced by the higher authorities,the contradiction between false and false reports of the high and high standards of the Standard.
