The ideological and political course in senior high school embodies the national will and socialist core values.In order to fulfill the fundamental task of "building people by virtue" and help students form essential character and key ability,the ideological and political course teaching in senior high school based on core literacy has become the trend of teaching reform.The core accomplishment of Ideological and political subject in senior high school includes four key elements: political identity,rational spirit,consciousness of rule of law and public participation.In this paper,the public participation literacy is studied.The ideological and Political Curriculum in senior high schools regards the cultivation of students' public participation literacy as the vane of curriculum implementation.Firstly,this paper defines the relevant concepts and discusses the importance of cultivating students' public participation literacy,which is conducive to implementing the educational policy of the Party and the state,promoting the construction of a harmonious socialist society and promoting it.The quality of education in schools is also conducive to the development of students' socialization.This paper further elaborates the disciplinary advantages of Ideological and political disciplines in cultivating public participation literacy,which not only have the advantages of discipline nature,but also have the advantages of subject content and subject characteristics.Secondly,the article analyses the current situation of cultivating public participation literacy in Ideological and political course,which shows that schools attach importance to public participation practice but lack of resources;teachers attach importance to imparting theory but ignore practical experience;senior high school students have a sense of public participation but lack of initiative in public participation.Aiming at the problems of students' public participation,this paper analyses many reasons,including students' lack of social practice,teachers' neglect of students' public participation,students' lack of initiative in public participation and so on.Thirdly,the article puts forward four strategies on how to cultivate students' public participation literacy based on the ideological and political course in senior high school:analyzing how to synthesize resources and create conditions for cultivating public participation literacy;compiling textbooks for cultivating public participation literacy based on curriculum standards;improving teachers' personal quality;changing students' concepts;and promoting students' public participation literacy through these measures.Finally,the article combines the relevant content of high school ideological and politicalcourse,organizes classroom practice activities,campus practice activities and social practice activities respectively.Through specific case analysis,it makes a comprehensive analysis and Research on how to make public participation literacy education come into effect,from theoretical to practical level,in order to improve the cultivation of students' public participation literacy.
