Under the pattern of innovative social governance advocated by our country at present,the transfer of government functions requires social work to fulfill the functions of meeting social needs,promoting social justice and solving social problems.Since 2009,the government has issued policy texts for the introduction of social work education and research talents and social work professional teachers and the establishment of private social work service institutions,and has made instructions for further standardizing the government’s purchase of social work services.Under the educational advance mechanism of social work in our country,many social work organizations founded by university teachers have appeared in various places,and promoted the development of social work in our country.The development mode of social work organizations run by university teachers is ahead of foreign countries and based on professional education.At the present stage,the discussion of the dynamic development path of institutions has become an important part of the study of "localization" of social work in China,which enriches the theoretical content and has profound theoretical significance.At the same time,from a realistic point of view,the issue of "localization" of social work has a far-reaching plan.Studying the predicament and outlet of University teachers’ leading social work organizations is conducive to the sustainable development of "three social organizations linkage",can better balance the value demands of the three parties,and then provide nourishment for grass-roots community governance and regional social governance innovation and construction.In addition,this study tries to sort out the predicament of the development of the more representative social work organizations in Y Province as far as possible,and try to help relevant regional government departments and University practitioners broaden their horizons,dredge their ideas and clear their goals.Although the social work organizations run by teachers in Colleges and universities in Y Province have only developed for nearly five years,they have begun to take shape.Through the participatory study of A institution,the author finds that there are some difficulties in the process of undertaking government projects,such as insufficient funds,difficult maintenance of the institution,unstable source of funds,pressure of professional recognition,contradiction between non-professional social workers and professional services,and conflict between the role of the institution and the work of the school itself.In view of the above difficulties,the author puts forward the view that the social work organizations run by university teachers should actively carry out internal upgrading.From the perspective of public management,this paper puts forward the advocacy of increasing investment in innovative management mode to promote the transformation and progress of social work industry.Even though the coexistence and evolution of professional Du Hui work and managerial social work is the only way to develop Du Gong in China,how to localize social work from passive level to dominant level,give full play to the role of University professions and stimulate the development process of social work has become the core issue of this study.The predicament of the development of social work institutions led by university teachers encounters the ceiling,which means that opportunities for change are also faced in the danger.In time to foresee the danger and seize the opportunity to explore the transformation opportunities of institutional development,based on the current situation,to find a way out for the follow-up development.
