How Can Party Building In Social Organizations Improve The Ability Of Social Work Institutions?

Giving play to the role of Party building in promoting the modernization of community-level social governance is the concrete implementation of the Party’s overall leadership in the practice of community-level social governance proposed by the 20 National Congress.It is also an inevitable requirement for modernizing community-level governance by innovating governance concepts and ways to meet the requirements of social development Therefore,it is necessary to give full play to the role of the Party building of social organizations in the construction of a new pattern of grassroots social governance,and promote the modernization of grassroots social governance in the new era.In this context,whether the Party building of social workers institutions can positively influence the capacity building of social workers institutions,what intermediary mechanism is used to achieve this influence,and what specific functional path of the intermediary mechanism remains to be further explored.Based on the theoretical framework of political embedment and organizational legitimacy,this paper analyzes the process of the influence of Party building on five abilities of social work institutions(policy advocacy ability,project service ability,internal governance ability,social interaction ability,organizational survival ability)This study uses a combination of quantitative and qualitative methods to analyze this process.On the one hand,quantitative research methods are used to conduct regression analysis on the influence of party building and institutional capacity of social workers,and further verify the mediating role of organizational legitimacy between party building and institutional capacity of social workers.On the other hand,participatory observation is adopted By means of in-depth interviews and other methods,combined with case studies,this paper analyzes the influence process of Party building guidance on the capacity building of social worker institutions at the micro level.The results show that :(1)Party building in social worker institutions has a promoting effect on both policy advocacy ability,project service ability,internal governance ability,social interaction ability and organizational viability.(2)Party building in social worker institutions has a significant promoting effect on organizational legitimacy,and organizational legitimacy plays an intermediary role between party building in social worker institutions and capacity building in social worker institutions(3)Further combined with case studies of typical social work institutions,this paper analyzes the specific role of party building in capacity building of social work institutions.These research results provide important enlightenment for further understanding of the relationship between government and social organizations,relevant departments to formulate relevant policies,and social work institutions to carry out party building work and long-term planning of institutional development.
