Since the reform and opening up,China’s agricultural and rural economic and social development has achieved fruitful results,but due to the initial emphasis on industrialization,urbanization and neglect of rural economic construction,rural development lags far behind the city.Since the 21st century,the issue of agriculture,countryside and farmers has been attached great importance.Under the effect of a series of measures to strengthen agriculture and benefit agriculture,the work of agriculture,countryside and farmers has made considerable progress,but the problem of agriculture and rural areas is still the biggest short board in the modernization construction of our country.The report of the Nineteenth National Congress of the Communist Party of China pointed out that "when socialism with Chinese characteristics enters a new era,the main contradiction in our society has been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development",and this contradiction is most prominent in the countryside.Under the background of the new era,the strategy of Rural Revitalization should be implemented to fundamentally solve the problem of "agriculture,countryside and farmers" and realize the Chinese dream of great rejuvenation of the Chinese nation.The implementation of the strategy of Rural Revitalization can’t be separated from the role of talents.The prosperity of industry needs the promotion of talents.Effective governance should be led by talents.The ecological environment should rely on the improvement of talents.Rural civilization should rely on the shaping and inheritance of talents.Based on human capital theory,human capital property rights theory and incentive theory,this paper combs the existing research,and finds that the previous research on rural talents is not enough.Firstly,based on the analysis of the background significance and content of the strategy of rural rejuvenation,and according to the theory of human capital,the demand for and supply of rural talents for rural rejuvenation are comprehensively analyzed,and the shortcomings in the supply of rural talents are found through comparative analysis.By using comparative analysis method,this paper compares the situation of peasant workers with the existing labor force in the countryside,analyses the comparative advantages of peasant workers,and defines the talents among them.That is to say,under the attraction of rural development opportunities,the peasant workers who voluntarily return home have not only certain experience.technology or capital,but also pioneering spirit and modern cultural concepts.The construction in this respect is of positive significance.Further,this paper uses empirical analysis and binary Logit model to study the influencing factors of the return and active return of young and middle-aged migrant workers from three dimensions:personal characteristics.family factors and social factors,using the survey data of CLDS in 2014 conducted by the Social Science Research Center of Sun Yat-sen University.By comparing the influencing factors of migrant workers’return and active return,it is found that the choice of migrant workers’return is not based on the restriction of individual development in the city,but on the rational choice of rural economic environment change.In this case,the migrant workers who make the decision of voluntary return will be more active and initiative in the process of participating in rural construction.Based on the above analysis and conclusion,and according to the theory of human capital property rights and incentive theory,this paper puts forward some suggestions to promote migrant workers to return home actively and guide them to play their role.Firstly,increase investment in rural infrastructure construction to change the situation that rural living environment has lagged behind the city for a long time;secondly,improve the incentive mechanism for selecting and evaluating rural cadres,select and retain outstanding village cadres;thirdly,through various measures,provide a perfect system for self-employment of returning migrant workers;fourthly,local governments should make full use of social resources to promote.Vocational training can improve the employability and Entrepreneurship of workers.Fifth,facing the current rural social security system,we should speed up the integration process of urban and rural social security system by facing the problems of relatively low level of security,imperfect security projects,and imperfect linking mechanism between urban and rural security.The main innovations of this paper are as follows:on the basis of the existing research,the supply of rural talents is analyzed,which means that rural talents have higher human capital than the existing labor force in the countryside;and the part of migrant workers that can be regarded as talents is defined,that is.in order to better develop opportunities for migrant workers who voluntarily return home,the migrant workers who voluntarily return home are analyzed.The role of various aspects of Village revitalization and the influencing factors of its reflux are studied,which provides suggestions for attracting and cultivating talents among migrant workers and better promoting rural development.There are two main shortcomings in this study:firstly,in view of the availability of statistical data,the analysis of the structural characteristics of rural talent supply needs to be further updated;secondly,the empirical part of this study only uses the cross-sectional data of China Labor Force Dynamics Survey(CLDS)of Sun Yat-sen University in 2014,and fails to obtain the latest follow-up survey data.This paper makes a more comprehensive analysis of the return of migrant workers and its influencing factors.
