| Employment is the basis of people’s livelihood and the policy of the National stability.With the economic development and economic reform brought about by the 40 years Reform and Opening,the employment problem has become more and more prominent,and it has received increasing attention from the state.In 2007,China promulgated the Employment Promotion Law of the People’s Republic of China;Since the 18 th and the 19 th National Congress of the Communist Party of China,the issue of people’s livelihood has been attached so many attention that it has been valued as one of the national policy.Through the study of a series policy employment,we can catch a hole picture from the small aspect,finding the problems and solutions.The special funds for employment were established in accordance with the Law of the People’s Republic of China on Employment Promotion.Article 15 of the Employment Promotion Law of the People’s Republic of China stipulates that the state implements a fiscal policy conducive to promoting employment,increases capital investment,improves the employment environment,and expands employment.The people’s government at or above the county level shall,in accordance with the employment situation and the employment work target,arrange special funds for employment in the fiscal budget to promote employment.This paper takes Qingdao,the respect of second-tier developed cities,as an example,from the perspective which it can stand for.Using the methods of literature research,empirical analysis and questionnaire survey.The same time,from the new angle of employment subsidy funds,comparisonning with domestic and foreign urban employment special funds policies,the article analyses the employment special funds subsidy policies of Qingdao City.Through the research in this paper,we find that Qingdao’s employment fund policy has promoted local employment at a very large scale,but there are still some problems,such as inefficient of government agencies,lax supervision and so on.Qingdao is the epitome of the second-tier cities in China.Through the study of Qingdao,we may explore the way of employment subsidy policy in many cities in China in the future.Qingdao government’s investment in special funds for employment,very powerfully alleviated the contradiction of total employment and the optimization of employment structure.However,the employment instability caused by the overall low skills of the workers and the implementation of the special fund subsidy policy also had some problems such as insufficient use of funds and insufficient implementation results.The purpose of this paper is to study the implementation process and effect of the subsidy policy for Qingdao employmen special funds from 2015 to 2017,and analyze and evaluate the various factors affecting the implementation of employment policy.Exploring the relationship between the subsidy policy for special funds of employment in Qingdao and the employment work in Qingdao can provide a reliable theoretical basis for the government to further improve and optimize employment assistance policies.The full text is divided into 5 parts:The first part introduces the background and significance of the research,the research status at home and abroad,and the research methods of this paper.The second part expounds the related concepts and theories.Through empirical analysis,it expounds the implementation status of Qingdao’s employment special fund subsidy policy.The third part focuses on the content and implementation of the special subsidy policy for employment in Qingdao.It analyzes the factors affecting the implementation of policy in Qingdao from multiple levels and from multiple angles.It analyzes the effect of policy implementation through various analysis methods.The fourth part also finds the root cause of the problem through the problem of finding the special subsidy for employment in Qingdao.The fifth part puts forward the viewpoints and suggestions for optimizing the special subsidy policy for employment for the analysis of the previous article. |
